Acclimation Crisis
A crisis and revolution which ends in the restoration of the Montecarde monarchy in Satucin. Alban Gallois leads a growingly unpopular Democratic Party (PD) minority government and is protected by the Presidency to stop the National Unity Party (PUN) from getting into power. The President calls to hold an early election, and the PD loses several more seats in by-elections.
In early 1955 the PUN state parliament of Chloeterre began revising their state constitution to remove any mention of the presidency. The president invokes extra-ordinary powers to dissolve Chloeterre's state parliament, which he does to kill their constitutional change. The state governor vetoes it, the legality of which is in a grey area and begins court battles, but for the time being Chloeterre’s parliament remained, albeit only PUN and pro-monarchy remaining.
Chloeterre’s parliament acclaimed Henri de Montecarde, third son of Albert III and seniormost non-disinherited claimant, as emperor. PUN dominated state parliaments begin following suit, creating a constitutional crisis. Popular demonstrations begin, including clashes between both monarchists and republicans.
Gallois attempts to resign but is rebuffed by the president, who gains confidence from international support. Crisis deepens, with increases of violence and rumours of military intervention (many top brass old funcies/imperials thanks to Masson’s premiership). Gallois allows a vote of no confidence against his own government which passes and forces an election.
PUN win the election under Delecour handedly with a solid mandate, part of which is to restore the monarchy. The president makes it clear he will veto any attempts to change the constitution.
Velike Conference
Wary of Satucin becoming a pariah with the East again, Delecour worked to hold a conference with the former powers of the Grand Alliance to bring them around to a restoration. Warm relations with Soravia help him arrange it. Delecour is anxious to exclude !Marchenia and Rizealand, and limit it to a Euclean trio of Werania, Estmere, and Soravia, who he believes will be more amiable to his position. Eventually he agrees to include them, and Gaullica with a limited role.
While the countries are wary of a restoration, the Euclean trio are brought around by Delecour's promise of a referendum, and the possibility of an outbreak of violence if the present situation continues. Delecour makes several concessions to !Marchenia, mainly concerning increases to the reparations being paid. Gaullica is promised that the restored Montecarde line will renounce any claim to Gaullica. It is agreed that the restoration can go ahead with the international community's backing.
Behind closed doors Delecour gains assurances from the Euclean trio that they will not criticise or penalise any actions of his, or Satucin's military, to remove the president by legal or extra-legal means.
Participating Leaders
Restoration
President indicates he plans to veto the bill. Attempts to persuade him not to by the major powers fail. The President flees the country when protests begin in Gaton and his guard abandons its post. Delecour pushes through a motion giving him emergency powers to deal with the constitutional crisis. The Presidency is left vacant and parliament passes a bill vesting its powers in the premier until a new constitution is formulated. Delecour pushes through the referendum bill, which contains two questions: one for a new constitution, and the second for monarchy vs. republic.
Referendum passes by good majority, with international observers regarding it as fair. Some violence occurs but nothing major. A constitutional conference takes place and it is promulgated. Henri de Montecarde is formally invited to become Satucin's monarch.
