Ibican Route 16, or Ibican Highway 16 (IR-16) is a minor east-west Ibican Route that runs from Jefferson City, south to Franklin, then east along the coastline to Martindale.

Business IR 16 follows the original routing of the highway through downtown Jackson, Panamor. For most of its route, it is shares a roadway with Panamor State Route 215. The business route begins at an exit from Route 16 where it turns to bypass aroud the city, then runs south for a mile to join with SR 215. BUS 16 then follows SR 215 east through town to meet back up with mainline 16 at the exit for SR 215.
