Sái Ngọc Tho (Σάι Νγὸκ Θο; 25 June 1905 – 17 October 2011) is a Quenminese soldier who served in the renowned 3rd Special Service Company of the 312th Infantry Regiment. Tho is a notable sniper, and is regarded as the deadliest sniper of the Imperial Quenminese Army, scoring at least 450 kills during his service. From this, he is recognized by his nickname "Peregrine."
Tho was born to a farming family, and has hunting experience. He enlisted in the Army in 1923, and was placed in the 312th. He retired from the Army in 1947; in the Tyranverse, he resigned in protest to the Quocvangist government during the Turquoise Revolution.
Tho is a reserved and calm individual, but shows care for those he befriended and loved.
