The Congress of the Communist Party of the Soviet Union (Russian: Съезд Коммунистической партии Советского Союза, romanized: Sezd Kommunisticheskoy partii Sovetskovo Soyuza) is the supreme political organ of the Communist Party of the Soviet Union. It convenes every five years and is responsible for electing the Central Committee, as well for proposing and voting on amendments to the Party program and charter.

History

The Communist Party of the Soviet Union was originally the Bolshevik faction of the Russian Social Democratic Labour Party (RSDLP), founded in 1898. Its first congress was held in March 1898 in Minsk. The party's first program was adopted at the party's second congress in July 1903, while the first congress led by the Bolsheviks was held in July 1917.

Initially, the frequency and length of congresses would differ. The second to fifth congresses, for example, were held every year, but there could also be large gaps between congresses as well, such as with the 5th and 6th congresses which were 10 years apart. Under the leadership of Stalin, party congresses became less frequent. By the 18th Congress, party congresses were only being held roughly every five years. This trend continues to the modern day, with few exceptions.
