The Central Committee of the Communist Party of the Soviet Union[a] is the highest organ of the Communist Party of the Soviet Union when between two congresses. The Central Committee carries out and directs all party and governmental activities. Its members are elected by the Party Congress upon its first plenary session.

The Central Committee is the party's highest organ of authority when the Party Congress is not in a plenary session. The Central Committee is responsible for the election of the Politburo of the Central Committee and the Secretariat of the Central Committee, and elects the General Secretary of the Secretariat. The Central Committee is also responsible for the election of members to specific departments of the Central Committee.

The Central Committee meets at least twice a year to act as the communist party's supreme organ. In between sessions of the Central Committee, the Politburo and the Secretariat make decisions on its behalf. The Central Committee issues nationwide decisions and operates on the principle of democratic centralism, where decisions made by the party were transmitted from the top to the bottom.
