The 2023 Elitetoppen was the 91st season of Greater Normark's highest division of football competition. It began on 8 April 2023 and was concluded on 28 November 2023. Oskarsviik FC won their 27th title in any highest division of normarkian football since its creation and their seventh title since the highest division of Normarkian football's rebranding from Høgsteligan to Elitetoppen in 2004. It was also their third consecutive title in a row. IFK Brekket finished second and Jakobsberg Allians finished third, meanwhile Daal BK, Storhammer FF and Viking SK all got regulated, with the former team getting regulated through qualifications after losing with 2-3 against OK Holm which finished third in normark's second highest football division and the two latter teams getting relegated straight down to Normark's second highest football division. Lakssund IK and Sandfjord FK got a direct promotion from Supertoppen, the second highest football division in Normark, while OK Holm got promoted after qualifying against Daal BK. It was Sandefjord FK's first time in the highest Normarkian division since 1976 and OK Holm's first return since 2006. Lakssund IK played in Elitetoppen the last time during the 2022 season. Daal BK, known as one of the most successful and oldest clubs in Normark, will return to the second highest Normarkian football division for the first time ever since their promotion during the 1991 season. Viking SK ended their first season in the Elitetoppen with an almost record breakingly bad season that tied them with x's 1974 season, with both teams receiving 15 points.
