Federation of Allies, also known under its acronym as FoA or FOA and formerly known as the Commonwealth of Allies with the acronym COA — region on NationStates founded for the first time in 2014 by Acharastan[1], then refounded in 2016 by Immobilia. FoA as a region is focused mostly on worldbuilding and roleplays, but it also possesses a democratically elected government and its own constitution. Traditionally, all activity took place on the RMB[2] on NationStates, but nowadays most of it happens on the regional Discord server.

Current Members
Some of the members are in fact puppets, or secondary nations, of other and often more experienced players listed here. Examples of this include Grenham, who is a puppet of Afrikaanza, Nuza, who is a puppet of Norcourt, or Guuj Xaat Kil[3], who used to be a puppet of Ruskland-Preuben and later became the primary NS nation of this player.
Past Members
Throught the years many members joined and left the Federation of Allies. Among them the most notable ones are FOA's three senior members, Acharastan, Triuh and Nordenwald. Their contribution to the region was commemorated in the regional conworld of Amanir by naming some of its continents after those NS nations (Achara, Triuh and Nordenwald respectively). Another important member is Kaitani/Carinia, whose nation ceased to exist on NationStates, but who is still active on the regional Discord server.

Constitution
The Constitution of The Federation of Allies
Preamble:
On the 26th of April 2015 the Federation of Allies was founded by Triuh. This region was built upon the ashes of The Commonwealth of Allies and like a phoenix we will rise from those ashes to become a region equal or better than our old one. This was, once again, the start of a region that sets out to unite Nationstates of all backgrounds and beliefs as allies under the values of Cooperation, Fairness and Freedom.
Fundamental Rights of all Nations in the Federation:
§1. Every Nation may be equal and must be treated as such.
§2. Every Nation may be able to give a voice to its political views, without fear of persecution, including the right to petition the government.
§3. Every Nation may be sovereign.
§4. Every Nation may be able to choose its own political and economic as well as religious system.
§5. Every Nation may be given a fair trial without fear of discrimination.
§6. No Nation may be impersonated by another nation.
§7. In order to change the Constitution of the Federation, 2/3rds of the Electorate must agree on it. That includes alteration, addition and deletion of any of the Paragraphs.
§8. The Government of the Federation of Allies
§8.1 The Chancellor There is one Chancellor who is democratically elected and automatically the WA Delegate of the region. The Chancellor must be a World Assembly Member and holds executive power. The Chancellor holds office for 4 months, after 4 legislative periods the Chancellor is to pass on the office to someone else, after 1 legislative period pause they can run for Chancellor again.
§8.2 The Vice-Chancellor There is only one vice chancellor, who is chosen by the Chancellor. If the Chancellor ceases to exist, the Vice Chancellor takes on the responsibilities of the Chancellor.
§8.3 The Supreme Judge There is one Supreme Judge at all times, holding supreme jurisdictive authority in the FoA. The Supreme Judge is the current Founder The Sovereign Kingdom of Immobilia. The founder is also responsible for maintaining regional security and officially confirming the Chancellor, as well as the Ministers. Further the Supreme Judge is responsible for ensuring the practice of regional holidays, as well as for maintaining regional culture.
§8.4 The Ministers If the Chancellor wishes so, he may create Ministries, who may take over responsibility for anything the Chancellor may do. The Chancellor is forced to create at least one Ministry.
§8.5 The Judge-Apparent There is one Judge-Apparent at all times appointed by the Supreme Judge, holding no specially granted powers. Except when the Supreme Judge is either absent or has ceased to exist. During these times, the Judge-Apparent takes on all responsibilities of the Supreme Judge.
§9. Elections The specifics of the election will be decided by the incumbent Chancellor or one of their Ministers.
§9.1 Re-Elections If 50% of the Government Body decide so, a new election can be held.
§9.2 The Electorate Every WA-Nation, which has resided in the region for at least 30 days may vote, Every WA-Nation, which has resided in the region for 90 days may run for office.
§9.3 Formal Rules for Elections §9.3.1 Elections must be held fairly, with the votes of every WA-Nation counting the same. §9.3.2 In order to be elected the Chancellor needs at least 50% of the vote. §9.3.3 Elections must last at least 2 days with a maximum of 5 days.
§9.4 Electoral Draw §9.4.1 In the case an election ends in a draw, WA-Authority is transferred to the Supreme Judge, who is forced to hold and vote in line with public opinion polls on all WA and SC Resolutions. §9.4.2 The Chancellorship will be split between all who ended up in the Draw. §9.4.3 The Ministers must either be agreed upon by all those involved in the Draw, or be in the case of disagreement, put to public vote.
§10 Decrees The Chancellor may at any time impose upon the region so-called decrees. These decrees are merely orders by the executive branch, that can, at any time by a simple majority vote, be dismissed and repealed. These decrees may not violate the Constitution or other previously passed decrees.
§11 Emergency Protocol In the case of a regional emergency, the Supreme Judge is granted supreme executive and legislative power within the region by the Chancellor. During this time, which may not last longer than one month, the Supreme Judge can temporarily suspend the Constitution and any other Laws or Decrees.
§11.1 Cessation of the Supreme Judge §11.1.1 Should the Supreme Judge ever cease to exist, the region is to be password-locked by either a Minister or the Chancellor. During this state of emergency the Judge-Apparent will assume all the constitutional powers and responsibilities of the Supreme Judge. §11.1.2 In the unlikely event, that both the Supreme Judge and Judge-Apparent cease to exist, all of his duties are temporarily handed over to the Chancellor and the Ministers, who then appoint a new Judge-Apparent to carry out the refounding. §11.1.3 If the Supreme Judge does not return within 5 days, the region shall be refounded by the Judge-Apparent under the name "Commonwealth of Allies" §11.1.4 A new Constitution may be written upon refounding, or all references to the Federation and the previous Supreme Judge may be replaced within this document
§11.2 Dissolution of the Federation of Allies §11.2.1 Should there ever come the time in which the Federation of Allies will be forced to dissolute, a referendum needs to pass with an 80% (4/5) majority. §11.2.2 After the referendum has passed, the Supreme Judge, or in the case of his demise the Chancellor, will: 1. Dismiss all Ministers 2. Password-Lock the Region 3. Eject all Nations 4. Leave the Region 5. After the region has ceased to exist, refound it using a suitably named puppet and lock the region with a suitable message, to prevent future vandalisation.
