Hu Phën Tëmecë (Tilcott-Tow: Hoo Faun Taume-Kau /hu
Hu Phën was born in Ladumra city into a modest working-class family, his father was an immigrant from Tava, while his mother was half-Duljunese from a family that had emigrated to Ladumra in the late 19th century. He was educated at the Lhatse Civil Academy and in 1962 enrolled at the Naval Academy Sëimëh. From 1946 he served in the Tinzan Navy, achieving the rank of Admiral before retiring in 1990. He was elected to the Senëshë as the Delegate for Mainland Tinza via a by-election, and became the Premier and Leader of the Gihachiegiyo party a year later. in the 1992 elections he moved to the Löi Löbö Lö-West constituency.

Hu Phën took a decisive role in collapsing the Drogon regime during the Tinzan Civil War, with Tava being the first region to recognise the RLM-led government as the government of Tinza. Declassified documents in 2018 revealed Hu Phën took part in negotiations to convince the Royal Navy to mutiny, and that the Drogon regime had attempted five assassination attempts from 1998 to 2009.
Hu Phën has been a controversial figure in Tavan and Tinzan politics. While he has been criticised for authoritarian tendencies, cronyism, and, at various times, curtailing civil liberties, he remains a popular politician in Tava and Tinza with a high approval rating. He is Tava and Coius' first openly gay head of government.
