The Rubric Coast Treaty was first drafted bilaterally with the intent of defining relations between the two states. The Treaty was ultimately signed and ratified in 1890. In its final form it was made into a living document that could change with the evolving relations of its two member states. Defining the borders of the nations, trade and tariff laws, and the rights of each state's citizens with regard to the other were among the earliest concerns.
