Kouralian Government

The Kouralian Government is the Executive branch of government in the Royal Union of Kouralia, and is responsible for executing and enforcing the laws written by the Legislature and interpreted by the Judiciary. It operates at both a national and regional level, and consists both of elected and appointed political officials, and a professional, apolitical Bureaucracy. The Kouralian Government is responsible to the Senate of Kurton.

National Government

Captain of Justiciars

The Crown Captain of Justiciars is the Head of government and answers to the legislature through the Senate of Kurton. They are the only Justiciar whose position is statutory, with the other Offices of State being at the pleasure of the Captain. Historically the Captain of Justiciars was a Crown appointee responsible for selected delegated tasks from the person of the monarch, and who would liaise with the Senate via the Speaker of Kurton. Over time the powers of the Crown began to be exercised more and more on a constitutional basis through the Senate rather than the monarch, and the position of Justiciar began to be self-selected from the Senators and then approved by the Crown. Over time the position was further renamed as deputies such as the Justiciar for War began to be regularly appointed, and distinction for their leader was required.

Today the Crown Captain of Justiciars is usually the Leader of the largest party in the Senate of Kurton. This is because they are required to command the 'confidence of the house,' which conventionally comes from leading the party with the majority of seats. If the largest party cannot return an outright majority, then a coalition must be formed. If the Crown Captain of Justiciars (and, by extension, the Kouralian Government) loses the confidence of the house, as represented through losing a Vote of Confidence, they must immediately resign. This results in the immediate calling of a General Election.

The Crown Captain of Justiciars holds a great deal of executive power in their own right - such as deploying military personnel overseas, and can direct individual Justiciars to take courses of action. However, generally the principle of collective rule means that the Justiciars act as a committee to agree upon a course of action and follow through with it. The Crown Captain can notionally govern without other Justiciars consent, though this would indicate a gross breakdown in Senatorial Confidence and party loyalty and would usually result in the prompt collapse of that Captaincy.

The Hovae aþe’Gyustycyaras (Court of Justiciars) is the cabinet made up of the elected heads of government departments. There are thirteen Royal Justiciars of State in the Court who are the most senior government ministers and who may sit in and speak in the Court of Justiciars by right. Remaining Vys-Justiciars and Assistant Justiciars are customarily invited to all sessions, though may be excluded at will by the Captain or Principal Lieutenant of Justiciars. Further, they may not speak in the court except at request by or permission from the Captain or Principal Lieutenant of Justiciars. The Court is made of three tiers of ministers, who are appointed by the Captain of Justiciars and generally are elected Senators or appointed Assemblymen:

  • Principal Royal Justiciars are the heads of government departments, and are permanent members of the Court.
  • Royal Vys-Justiciars are Royal Justiciars are subordinate to and reporting to the head of their government department, they are responsible for areas within the remit of the government department but which are too singularly large for one elected representative.
  • Assistant Royal Justiciars are even more junior ministers who have been described as 'No one who hasn't been an Assistant Justiciar has any conception of how unimportant they are'

The Justiciars are responsible for providing strategic direction to government departments, for policy decisions, and for overall oversight of the Government department's operations.

The Adjutant Clerks are the permanent, apolitical bureaucracy which supports the elected Justiciary and their political appointees. They make up the vast majority of Government employees who are not Servants of the Crown, and include those who work directly for Justiciaries and those who are employed by 'Directorates' or independent agencies. Most Adjutant Clerks are, as the name implies, administratively employed; however diplomats, public sector researchers, security officers, and even school or food or health and safety inspectors are Adjutant Clerks.

Regional Administrations

Below the national government are a number of different levels of administration which govern a small section of Kouralia through a delegated authority from the Crown, or with power further delegated from the Provincial-level administrations.

Provincial Governates

Each Province is overseen by an elected politician known as a Governor, or a Providor. This figure is supported by a provincial legislature known ad the Provincial Assembly, and a cabinet of politicians who assist the Governor in running sections of their Administration or Governate.

The Governor acts as commander in chief of their provincial militia, and has responsibility for many areas of policy such as education, and provision of state services such as policing and healthcare. They are a Crown Officer within the meaning of Kouralian law.

Local Authorities

Local Authorities operate at the District levels, and are formed of a council headed by either a Principal Councillor or a Mayor, depending on whether it is metropolitan or not. They are supported by figures of the Provincial Civil Administrative Service, which is a body of professional staffers and clerks. They also employ agencies for the purposes of carrying out any directives and providing state services.

At the Parish level, councils have a Clerk who is part- or full-time depending on the level of business the council has. This Clerk acts as the responsible financial officer and treasurer of the council, and is responsible for monitoring finances, acting as a single point of contact for the council, and enacting council edicts.
