The Crown Captain of Justiciars of the Royal Union of Kouralia is the head of government of the Kouralian state. In this way they are the leading figure of the executive branch, and are accountable to the Monarch, to Parliament, to their political party and ultimately to the electorate for their policies and actions. Kouralia remains a constitutional monarchy where the king or queen is head of state; in practical terms however, the Crown acts as the legal font of authority while all matters of state are decided by the Captain of Justiciars.
