Howe was born in Gestoria in 1963 to Nathaniel Howe, a local businessman owning multiple mechanic shops, and his wife Penelope. His father was killed in the [[Imperial Civil War]] and he was raised by his mother. He graduated from the University of Gestoria with a Bachelorette in Modern History and later returned to Gestoria and received a Masters in Medieval History. He was elected to his first political position in 1979, becoming a town councilor in Ravenstern, the youngest to ever hold an elected political position in the [[Democratic People's Republic of Vionna-Frankenlisch|DPRVF]].
He became a member of the Labour Party following the [[Vionna-Frankenlischian War of Restoration|War of Restoration]] and was elected as Member of Parliament for Frankenlisch Portside in the [[1986 Vionna-Frankenlischian Election|1986 General Election]]. From there he served as a prominent Labour backbencher until becoming Minister of Transport during Toya Bunting's government. Following the huge Labour defeat in 2013, Bunting stood down from the leadership and Howe was elected Leader of the Labour Party by a landslide, mainly due to his trade union support.

Thomas Richard Howe is a Frankenlischian politician currently serving as Leader of the Labour Party and Leader of the Opposition since 2013. He has been Member for Irington since 2007 and before that was Member for Frankenlisch Portside from 1992 to 2002.
