The Werther Memorandum is a memorandum of understanding between the Rhynovia and Yisrael outlining an agreement for cross-military training, cooperation, exercises, and technology exchanges signed in 2014.
For convenience, the memorandum was drafted as a single English copy. Both the text of the memorandum and its existence are considered state secrets by Yisrael and Rhynovia, and it has never been acknowledged publicly by either nation.
