1853 Sacramatian Asylum Act

The 1853 Sacramatian Asylum Act is a law passed in 1853 due to political tensions increasing in the world. It allows any person of any faith, religion, or race to come to Greater Sacramento if they are escaping persecution. Asylum seekers are first brought to the court to review their case. They are then granted 5 years of secondary citizenship. Secondary Citizens do have all constitutional freedoms except the right to vote. After 5 years the court will then rule if the nation they are from is still hostile and if it is they will they will then be eligible for citizenship in Greater Sacramento.
