Asdukkel

An asdukkel (Tasarhit, 'combine', 'alliance'; plural isdukkelen), sometimes translated as grand alliance or national council, is a confederation of ifsayn that represents most communities in Adanal and so comes the closest to a formally acknowledged national government in the otherwise stateless territory. Like all ifsayn, isdukkelen are constantly formed anew, reorganized, and abolished at the whims of their constituents; the average asdukkel lasts for about 3 years, although they often have effective successor bodies that resolve to carry on enactments of previous such councils. Often several isdukkelen exist simultaneously with no formal coordination beyond some mediation from Servers, although they usually preside over separate aspects of policy. The isdukkelen, like all ifsayn, have their activities highly publicized if propagandistically embellished, but their relationship to the mysterious talemmast that constitutes a putative central leadership is unclear and an object of speculation. Some of the isdukkelen elect and appoint committees usually entitled 'commands' or 'headquarters' to carry out policies adopted.

The currently active isdukkelen include the All-Adanali Revolutionaries' and Contrarians' Grand Alliance (which appoints a cabinet-like General Command), the Amadad Revolutionary College All-Students Grand Alliance, the Defense of the Headquarters of Global Revolution Grand Alliance (which appoints a cabinet-like Headquarters), and the Mass Movements Congress. Put together these councils produce their council members from an electorate of around 90% of Adanal's ifsayn.

The naming conventions of the isdukkelen, like most ifsayn, come from rebel organizations that carried out the Second Adanali Revolution, where 'grand alliances' or 'general headquarters' of rebel groups coordinated local power seizures and later came to act as provisional governments. This culminated in the overthrowing and abolishing of the legislature of the People's Republic of Adanal itself in 1973 and its replacement by the first asdukkel, the Grand Alliance of the General Headquarters of the World Revolutionary Army, which lasted for two weeks before dissolving. The first asdukkel to actually regularly act in the capacity of an all-Adanali confederation was the All-Adanali Revolutionaries' and Contrarians' Grand Alliance, convened first in 1975, which appointed a cabinet in the form of its Preparatory Committee. The first time that multiple isdukkelen coexisted was in 1982 when the Legislative Body Without Organs was formed in parallel with the Revolutionary and Contrarian Vanguard of the Toilers of Hylasia Grand Alliance. Old grand alliance names are constantly recycled by new isdukkelen.
