The Axis Commonwealth is an Inter-National Alliance of like-minded nations that have came together to protect each other from foreign entities that threaten their safety and security. It was formed when the nations of Shazbotdom, Ganosia and The Dominion of PoF gathered together in a meeting within the Shazbotdom Capital of Shaz City and came to the agreement that would later become the Constitution of the Axis Commonwealth. The betterment of our member states on the International Scale is the main objective of our Alliance.

The Headquarters

The Head Offices of the Axis Commonwealth, known as Glendenhall Tower, is the brainchild of famous Shazbotdom Architect Randolf T. Nutrin. Originally designed to be the Corporate Headquarters for a Fortune 500 Company, the company decided that they wanted to open up shop in another Nation, thus the building was left empty for several years. With a total of 68 Floors above ground and Three Basement Parking Garages, it is among one of the largest buildings within the Colony of Shazbotdom Miroxia, located in the City of Chigo. Purchased by the Imperial Government under the pretense of opening up Colonial Offices, it's purpose was altered when the Axis Commonwealth came to be under the guidance of the nations of Shazbotdom, Ganosia and the Dominion.
This building holds the Offices of the various Founders on the top Three Floors, with a Conference Room for meetings with the Founders just below them. War Rooms have been set up for the various members of the Axis Commonwealth on lower floors as well as Offices for the Delegations from the Membership on the floors below the War Rooms. For Embassies with Alliances and Nations that wish to become friends of the Axis Commonwealth are on the lowest floors. The Helipad close to the upper floors is for the Delegation from the Founding Nations to arrive and leave without needing to go through the Entire Building.
There are three sets of Elevators within the building with two sets being to bring Delegations between the bottom floor and the upper floors where Membership are allowed. The third set is closest to the front of the Building and that is for the Alliances and Nations that are set as Friends of the Axis Commonwealth, with special passes handed out to those specified friends that allow them access to the upper floors with approval from the Founders. Petitions for Approval from the Founders to access the upper floors should be in writing 24 hours prior.

SECTION 1: Administration

ARTICLE 1: Elections

1: The Prime Minister is voted upon by the entire membership every Six Calendar Months
1.1: Two weeks before the beginning of the Election Cycle, the membership will Nominate members for Prime Minister:
1.1.1: The Prime Minister, after elected, will nominate Members for the following positions:
1.1.1.1: Minister of War
1.1.1.1.1: 5 Positions on the Council of Generals
1.1.1.2: Minister of Foreign Affairs
1.1.1.3: Minister of Trade
1.1.1.4: Minister of Membership
1.1.1.4.1: One position on the Acceptance Commitee
1.1.2: The Membership will then vote upon the Nominations

ARTICLE 2: Structure

SECTION 2: Military

ARTICLE 1: Defensive Operations

1: Should one nation in the Axis Commonwealth fall prey to an attack, all nations in the Axis Commonwealth shall rise as one to defend the nation under attack.
1.1: Should the attacking nation need to be occupied to end hostilities, that nation shall become a protectorate of the Axis Commonwealth.
1.2: Any Nation Jointly Occupied by member nations of the Axis Commonwealth is to be subject to the Constitution of the Axis Commonwealth.
1.3: This article only comes into effect if the Axis Commonwealth nation has fallen prey to an attack, and is not the aggressor of the current engagement.
2: Any nation involved in a conflict of its own when a call for help is declared, may refuse to send any military aid.
2.1: This is only allowable on the grounds that they are required by the current engagement
2.2: However other forms of aid such as intelligence information or technology may be called for.
3: If a nation is engaged in defensive or offensive actions against another nation:
3.1: The constitution of the Axis Commonwealth regarding mutual defense shall not come into effect until the cessation of hostilities between the involved has occurred.
4: Any nation engaged in conflict in which the Axis Commonwealth constitution would normally come into effect may, if the nation so wishes:
4.1: Refuse Axis Commonwealth assistance for the duration, or any time less then the length, of the engagement.

ARTICLE 2: Offensive Operations

1: The Axis Commonwealth will never issue orders forcing it's membership to take part in Offensive Operations.
2: Member States of the Axis Commonwealth may issue their own orders authorizing Offensive Operations and ask other Member States for help if the following is true:
2.1: It can be proven beyond a Reasonable Doubt that the Target Nation is a threat to the Axis Commonwealth; or
2.2: Said Target Nation has, in the past, targeted multiple Axis Commonwealth Member Nations; or
2.3: Said Target Nation has, in the past, used paramilitary forces to disrupt shipping, trade, or military movements of Axis Commonwealth Member Nations

ARTICLE 3: Hostilities within the Axis Commonwealth

1: No Axis Commonwealth nation shall show hostilities against another Axis Commonwealth nation.
2: Should an Axis Commonwealth nation fall under attack by another Axis Commonwealth nation:
2.1: The attacking nation shall be ejected from the Axis Commonwealth, and Section 2, Article 1 of the Axis Commonwealth Constitution shall come into effect.
2.2: The definition of 'Hostilities' shall be expanded to include the following:
2.2.1: Any military, economic, intelligence, or technological aid, to a nation showing aggressiveness towards an Axis Commonwealth member nation in any way.
2.2.2: This including threats, declarations of war, economic blockades, or any military action.
2.3: This protection does not extend to Observers or Junior Members.

SECTION 3: Trade

ARTICLE 1: Within Alliance

1: Axis Commonwealth nations are required to share any and/or all technological advancements upon request by any other Axis Commonwealth nation.
1.1: This section does not apply to any Military and/or Classified technology.
2: This does not apply to Observers, Junior Members, Foreign Nations and/or Alliances.

ARTICLE 2: Outside Alliance

1: Trade with Foreign Entities is not mandatory.
2: Axis Commonwealth Members are not required to trade with Nations and/or Alliances that are not on their "black list"
2.1: This includes if said Nation and/or Alliance has Ambassadorial Offices within Axis Commonwealth Headquarters.

ARTICLE 3: Trade Disputes

1: If there are any Trade Disputes between Axis Commonwealth Members and Foreign Entities the following is Enacted;
1.1: Said Axis Commonwealth of Foreign Entity may ask for the Assistance of the Minister of Trade, or;
1.2: Said Axis Commonwealth of Foreign Entity may ask for the Assitance of a member of the Council of Founders.
2: If an Axis Commonwealth Member Nations becomes the victim of an Economic Blockade;
2.1: Section 2, Article 1 of the Axis Commonwealth Constitution shall come into effect.

SECTION 4: Constitution and Membership

ARTICLE 1: The Constitution

1: Any Axis Commonwealth nation can propose Amendment to the Constitution of the Axis Commonwealth at any time.
1.1: Proposed Amendments to the Axis Commonwealth Constitution should include:
1.1.1: Name of the Axis Commonwealth Nation that is proposing the Amendment
1.1.2: Section, Article, Paragraph, Sub-paragraph, etc in which the Amendment effects or;
1.1.3: Section, Article, Paragraph, Sub-paragraph, etc in which the Amendment Adds onto
1.1.4: Applicable reasoning for the proposed Amendment.
1.2: Should a proposition of change occur, a vote will take place, lasting 15 (Real Life) days.
1.3: If the vote passes by a 2/3 majority, then the proposed change shall be made to the constitution.

ARTICLE 2: The Membership

1: Any Axis Commonwealth nation can propose to remove another Axis Commonwealth nation from the Commonwealth at any time.
1.1: Should this occur, a vote will take place lasting 10 (Real Life) days.
1.1.1: If the vote passes by a 3/4 majority, then the nation shall be ejected from the Axis Commonwealth.
1.2: Should, for any reason, a nation be ejected from the Axis Commonwealth, at any time
1.2.1: That nation is then prohibited from re-entering the Axis Commonwealth. as long at that nation's leader at the time of ejection is in power.
2: Any nation can, at any time, join the Axis Commonwealth, restricted only by Section 4, Article 2, Paragraph 1, Sub-Paragraph 1.2 and Sub-Paragraph 1.2.1.
2.1: Upon joining the Axis Commonwealth, that nation is subject to the Constitution of the Axis Commonwealth.
3: States that creating an account on the Offsite Message Boards is OPTIONAL, but SUGGESTED.
3.1: Determines that if members do sign up on the offsite message boards, it will help to do the following:
3.1.1: Allows the membership to be up to date on activities of the Commonwealth.
3.1.2: Allows for expedited communications between member states about military operations.

About the Council of Founders

Shazbotdom

The Empire of Shazbotdom is an economically powerful nation that houses some of the most brilliant minds of our generation. A leading developer of Hexadecimal based computer technology as well as tablets and cell phones that rival many other nations in style and flexibility, it has formed itself as a titan to be reckoned with. The Empire has a total of Four Colonial Possessions at its current state. The Empire has been seeking friendly relations with nations around the globe and has made many allies from the International Community.
Currently, the Empire has been in the market to expand it's political influence throughout the globe by assisting nations in developing their economies and bringing stability to regions around the globe. Through this, the Empire teamed up with her allies of Ganosia and The Dominion of POF in creating this very alliance in the hopes that it would bring nations together in peace and assist in bringing good to the world.

Paddy O Fernature

The Dominion of Paddy O Fernature is a thriving economic nation that prides itself on peaceful scientific endeavors and cultural advancement through personal freedoms. It's cities and architecture, are both technologically advanced and engineering marvels to lay eyes upon, as they are a combination of ancient design and modern eco efficiency. Tall spires intertwine with polished stone and marble statues, while clean energy vehicles powered by hydrogen move in the shadows below the spires.
The people of the Dominion, are a proud people, who truly believe in a basic set of core values which help govern everyday decisions. While not generally quick to anger or make brash decisions, the populace is far from being pushovers, and will steadily stay the course in a cause that they believe in, often for years at a time.

OPEN POSITION

We have an open position on the Council of Founders. If you wish to join this Council, please notify Shazbotdom and he will discuss the matter with the other Founder. If they feel that you would be a good fit for the position, you will be contacted. Please note, that you need to be a CURRENT member of the Axis Commonwealth in GOOD standing. If a non-member applies for this position, they will be DECLINED without reasoning.

The Administration

Responsible for the overall handling of the alliance. The Council of Founders is made up of the original founding nations of the Alliance.

Prime Minister of the Axis Commonwealth

Pending Elections
Responsible for the day to day handling of the alliance, the Minster has the final say of most matters related to the Axis Commonwealth.

Minister of War

Pending Appointment
Responsible for all engagements (or potential engagements) of the alliance, the Minister of War directs joint troop movements, plans long-term strategies, and acts as a negotiator to prevent conflicts against member nations wherever possible.

Council of Generals

Responsible for assisting the Minister of War in conflict situations. The Council of Generals has a total of Six (6) members with one General from each of the Three (3) Founding Nations holding the only permanent positions on the council.

Minister of Foreign Affairs

Acting as the face of the Axis Commonwealth, the Minister of Foreign Affairs is perhaps the most vital position of all. The Minister of Foreign Affairs acts as a public relations agent to all outside nations. They are also charged with orienting new member nations.

Minister of Trade

Pending Appointment
Responsible for trade both within and without the alliance, the Minister of Trade handles all trade agreements. Whether settling a dispute between member nations about the trade tax on pink stuffed bunny rabbits or consulting about the price of weapons-grade plutonium from a member nation to a rogue state, the Minister of Trade acts as an intermediary for all things trade related.

Minister of Membership

Pending Appointment
Overseeing recruitment for the Axis Commonwealth, the Minister of Membership is in charge of the Entirety of the membership.

The Acceptance Committee

The Acceptance Committee will be made up of the Council of Founders as well as the Minister of Membership and One other person appointed by the Prime Minister. This Five Person Panel will be in charge of all acceptances and denials for the Axis Commonwealth.
