Bảo Thịnh (October 16, 1845  – March 2, 1903), birth name Phạm Nguyên Ưng Thoại, is the 1st Emperor of the Phạm Dynasty, reigning from January 1, 1860 to January 18, 1906. He is famously known to have overseen the restoration and transformation of Quenmin as a unified and modernized state and region power after thirty years of civil conflict via his reformative policies.
