The Central Intelligence Services (HCL: Naibu Kanri Sābisu), often shortened as "Nairisu", is the primary security agency of Neo-Korea. The direct successor of the Kāichrén Civil War-era White Guard and Kochitai, the CIS carries out internal security, policing (through the subordinate Keisatsu Yobi-tai), foreign security, and counter-intelligence - it previously possessed control of the Special Forces of Neo-Korea, before those groupings were removed from its control during the 2034 Matsumae Invasion. The CIS has jurisdiction in all components of Neo-Korea, including internal autonomous regions and other generally independent areas (such as Lushun).

The CIS is one of the few security agencies to have control of both domestic and foreign intelligence policies - owing to the close relationship between Hikaru Sakuma and Pyoytr Nakiovich, although following the latter's death debate over splitting the agencies has become relevant in the Neo-Korean political sphere. It is headquartered in a number of buildings within Omiskan, and has a notable role in the running of the Central Government Council through the Anzen grouping. It primarily engages in foreign policy through the funding of foreign groupings or the infiltration of small units of agents to assist in the formation of localized groupings. It has provided support on a historical level to several terrorist groupings in Jungg'o in the period before the Invasion of Jungg'o. It has been the subject of a notable amount of internal controversy relating to the actions of Nakiovich on a historical level, and the actions taken against the Shakakukō during the early period of its formation, said controversy at points reaching the stage where public calls for dismantlement of the agency were made.

The CIS is one of the largest security agencies in existence, and one of the largest government agencies in the world as a whole counting exclusively bureaucratic staff.

History

Immediate Predecessors and Formation

The two primary bodies which would form the CIS were both formed during the course of the Kāichrén Civil War, these two bodies consisting of the the White Guard - at this point a paramilitary and backlines-support organization, and the Kochitai - at this point a Special Operations Force which also conducted reconnaissance of enemy settlements. Under the direction of Pyoyter Nakiovich, the man who chaired both bodies, they would be combined into one - the Naibu Kanri Sābisu. This early body would be focused on the domestic realm of organization, while the Kaiōhri was formed to deal with the limited amount of abroad information work Neo-Korea would conduct in this early period. The Kaiōhri was directed by the ex-Jungg'oan Duàn Renshu, a personal rival of Pyoyter - and the action of forming it drove a wedge in the relationship between the former and Hikaru Sakuma.

Pyoyter would rapidly take action to unify the organizations, repeatedly pestering other members of the government on the matter and eventually escalating to the point where overt violence between the members of the two agencies occurred on a regular basis. When this issue became too severe to be ignored, Pyoyter would call to a trial to be held to determine who was in the right - an action Renshu accepted in the belief he had allies in the government who would keep said trial fair, an assumption which was proven mistaken. Pyoyter would introduce several pieces of forged evidence stating that Renshu was an agent for Marquesan - which resulted in his execution, and the inclusion of the Kaiōhri into the Nairisu.

20th Century

The CIS would spend much of its time throughout the modern era seeding dissenters into the framework of Jungg'o - organizing partisans and other forces in the north who would act to cause issues to the state during the invasion Pyoyter believed was imminent. It would be most influential abroad in this role, as well as providing information to the military during the 2015 Marquesan Intervention, although it is not known to have been particularly successful in any other major operations. On a domestic level it would be more successful, keeping knowledge of the Neo-Korean Nuclear Programme from being spread abroad until the first weapon was tested, alongside engaging in the successful suppression of pro-KDS sentiment within the state.

Domestic Actions

As mentioned above, the CIS would be notably involved in the suppression of the groupings which would later coalesce into the Shakakukō during the Invasion of Jungg'o. These actions against the many protestors opposed to the war were primarily born from Pyoyter's own distaste for the very concept - and a belief that they were actively attempting to sell the state to foreign powers, with the government as a whole (including Beom Dae) believing in a policy of negotiation and limited reform instead of the violence advocated for by the CIS. After an initial period of enacting his plan, the failure of Pyoyter's polices to meaningfully calm the wave of anti-state sentiment would result in negotiations being pursued by the state, which would succeed to a far greater extent.

Jungg'o War

Also as mentioned above, the CIS would fund several ethnic-political militia groupings in Jungg'o in an attempt to create instability which could be used as a justification for the invasion of Jungg'o to occur. While these groups did cause harm during the course of the war itself, they were never influential enough to provide this justification - with the state eventually instead utilizing an ongoing border dispute to create such.

The CIS would, however, successfully organize information and the sharing of such between military forces and those groupings who had infiltrated the state before the course of the war, providing key information which allowed for several battles to be won based off of such. It would additionally successfully assassinate several key domestic officials who were holding the morale of key cities.

Organizational Structure

Head of the CIS

The Head of the CIS is appointed directly by the Head of State of Neo-Korea, who does not have to have them confirmed by the Central Governing Council. For most of history, the head of the CIS was Pyoyter Nakiovich - owing to his influence and historical role in the state. There have only been two periods in history where this has not been the case - the First Goya Cabinet and the current Sixth Beom Cabinet, owing to his incapacitation or, in the case of the latter, death for the duration of said government. While Pyoyter played a notable role in the day-to-day management of the state, his successor has played a lesser role in such, instead delegating power to his deputy.

The Head interfaces directly with the other ministers of the government, excluding the Field Colonel General of the Northern State Army, where interaction is carried out by the Vice-Officer of Military-Intelligence Affairs, owing to the historically difficult relationship between Pyoyter and the holder of the former role. It is unknown if this separation will continue to exist following his death. The Head is also often expected to interface with other foreign intelligence services as well, although in the case of Ueda and the later stages of Pyoyter's leadership, this role was de-emphasized owing to contentious relationships between Neo-Korea and its traditional allies.

Deputy

The deputy is expected to replace the Head in the event of the Head's incapacitation or retirement, and in that role spends much of their time interfacing with the groups within the CIS - working to properly communicate information to the Head and the Vice-Officer of Military-Intelligence Affairs, so that said information can be proliferated to other members of the government and the state as a whole. They additionally operate as the Vice-Officer for Operations as their secondary-role, working to digest HUMINT sources and utilize them for the benefit of the state. These sources are organized by geographic location and based on key issues within those regions.

Training

Prospective students are selected based on merit from elite educational facilities within the nation, primarily from the ex-military or party-familial associated members of society. These students are given the opportunity to get involved in generally unremarkable student organizations, which work to weed out the disloyal or non-committal before revealing their nature to those members who were not in on the scheme. Those students who remain interested are given an one-on-one examination by a currently operating agent, and if successful are sent to one of the CIS's training schools following a detailed background and security check to ensure no capacity for the student to be foreign-associated.

The CIS operates several training schools within Neo-Korea, primarily located on the mainland or the Chamorro Islands, with these schools primarily functioning as a means to train students in the basics of both field-work and the interpretation of such, in the hopes that having both streams of knowledge will allow them to make snap-decisions in the event issues arise during an operation. There are additional advanced courses for work focusing on domestic-or-foreign specific issues, although the training for these actions is located in a covert location.

Controversies

Throughout its history, the CIS has been a major source of controversy for existing governments, primarily due to actions at home. These actions comprise wiretapping, domestic suppression against activists in the CGC and public population, wiretapping, insertion of agitators into crowds, and other actions which have lead to calls being made for its dissolution. Abroad, the CIS has a similarly negative reputation, owing to support of terror activities and the perception of potential electoral or political interference by Neo-Korea potentially occurring within their nations. The CIS has made no major effort to dispel rumors relating to their actions, including those of an absurd nature such as them playing a role in the 2033 Kaskaidan Presidential Assassination, or other major events in world history.

Many experts believe this lack of commentary is in an attempt to cloak their less-impressive actions in the general reputation of terror.
