The Chairman of Gjorka is the head of state and head of Government for Gjorka. Established by the 1989 Constitution, the chairman has wide-ranging powers. The Chairman serves for 10 years, but has no term limit. All Two Previous Chairmans of Gjorka served until their Death. The First Chairman, Parlin Lugamendier, was the leader of the Revolution that overthrew the Communist Dictatorship. He died 11 years later after being diagnosed with lung cancer. Merkela Mendes, his vice chairman, succeeded him. However, she died 10 years later after her plane crashed on a trip to the North of Gjorka. Roman Vanderburg succeeded her and is currently the Chairman.
The Chairman was wide-reaching powers such as the ability to make Chairman Decrees. Chairman Decree is a directive ordered by the Chairman. The most controversial Chairman Decree was made by Lugamendier shortly before his death. The Decree evacuated the entirety of the Mountian District due to fears of Volcanic Eruption. The Decree also suspended their representation in the National Assembly. They also have the ability to sign bills into laws or Veto bills by the National Assembly and cannot be overridden. The Chairman also confirms every member of the Senate and directly appoints 6 Senators.
The Chairman resides in the House of the Chairman which is on the Gjorkan Sea. Chairmans can only be removed from office with a unanimous vote from every house of the National Assembly. The Chairman is also Commander-In-Chief of the Gjorkan Armed Forces.
