The Constituent Assembly Election of 2021 was the last national election undertaken in the Republic of Breheim. The extraordinary measure passed in november 2020 by a clear majority in the National Assembly, People's Assembly and Interest Assembly of Breheim, with Presidential approval, only facing opposition from the Storfylke Assembly. Before the election itself, the Constituent Assembly were granted sweeping powers to enact a new constitution for the Republic of Breheim, to replace the constitution of the third republic implemented in 2015. In the interim, the Constituent Assembly would also overtake the legislative duties of the four chambers of parliament in the tetracameral system of the 2015 Liberal Constitution.
The election campaign was marked by the split of several of Breheim's electoral alliances, most significantly the Electoral Alliance of Democratic Liberalism and the Alliance of Radical Socialists and Farmers, as well as the formation of new political parties. Forty different parties would win some amount of representation in the Constituent Assembly, alongside forty independent candidates.
While the election was announced in December of 2020, it was not until march 2021 that the exact rules governing the election was formally ratified by the parliamentary chambers of Breheim. 250 delegates would be elected by national proportional representation, in which Breheimians abroad would also have suffrage, 250 delegates by single-member constituencies, 10 delegates by the Runmi ethnic minority, 3 delegates by the sapient non-human minority and 20 delegates by the existing parliamentary chambers of Breheim. In addition, the President was granted the power to break any ties in the Constituent Assembly.
A total of seventy-eight registered political parties nominated a national list for the Constituent Assembly, and sixty-five registered political parties nominated a candidate for at least two constituencies, alongside six hundred independent candidates. Fourteen parties contested the Runmi seats, while fifteen parties contested the non-human seats. Turnout was unusually high for a Breheimian election, with 68.3% of citizens with suffrage casting a vote for the national party-list, and 73.7% of citizens with suffrage casting a vote for a constituency delegate.
The Constituent Assembly has made little progress in ratifying a constitution after the election, with informal groupings consisting of Unitarians vs Federalists, Presidentialists vs Parliamentarians, Collectivists vs Individualists, and Property vs Social Ownership emerging during the drafting process. While a proposed constitution only requires a clear majority to be put to referendum, or a three-fifths majority to be ratified without a referendum, this has not been achieved as of yet, with the closest being a common proposal by the Republican Party, Socialist Worker's Party and Patriotic Unity Party discussed in march to may in 2022. On the legislative front, the Constituent Assembly has been more functional, revising and passing more bills and amendments than the former Tetracameral system was able to between 2015-2021 by june 2022.

Runmi Delegation
The Runmi were granted ten separate delegates from the Constituency delegates and the Party-List delegates, in which Runmi also had suffrage. Unlike the other delegates to the Constituent Assembly, the appointment of Runmi delegates was not determined by the Breheimian Central Election Commission, but rather by the Runmi Republic. The Runmi Delegates were elected from three constituencies, the Runmi Republic, Nordbreheim-at-Large and the South, the Runmi Republic with four delegates, Nordbreheim-at-large with three and the South with two. In addition, one delegate was appointed directly by the government of the Runmi Republic. Only ethnic Runmi were granted suffrage, defined as having at least two Runmi grandparents, or one Runmi grandparent and passing an oral examination.

Non-Human Delegation
The Sapient Non-Humans of Breheim were, like the Runmi, granted separate delegates to the constituent assembly, although were only granted three. Disputes continued until June 2021 on how the three non-human delegates should be elected or appointed, whether to make them a common multi-member constituency of all sapient non-humans, or whether non-human immigrants and the small national indigenous non-human population should have a separate delegate. In the end, a multi-member constituency was decided upon. Voters for the Non-Human Delegates had to register by the 15th of July, with proof of either Breheimian Citizenship or permanent residency, making the non-human delegates the sole delegates not appointed by a parliament or elected from exclusively citizens (with 874 registered voters being non-citizens).
