The Custodia Fisci is a law enforcement agency in the Blackhelm Confederacy, responsible for enforcing financial, fiscal, and customs regulations within the nation. It also has the role of border police and customs duties at Confederate airports and seaports.

History

The Custodia Fisci traces its roots back to the Fiscalia, their predecessor organization that operated during the period of the Empire of Exponent. Following the collapse of the empire in 1996, the Fiscalia was disbanded along with many other remnants of the Imperial government. In 1997, however, the Custodia Fisci were created by the new Blackhelm Confederate Senate to fulfill the role and maintain many of the former traditions of the Fiscalia.

The primary mission of the Custodia Fisci is to enforce financial, fiscal, and customs laws in the Blackhelm Confederacy. The organization is tasked with combatting tax evasion, smuggling, money laundering, and other financial crimes that threaten the nation's economic stability. The organization has also taken a leading role in the Blackhelm Confederacy's fight against the illegal drug trade.

The Custodia Fisci works closely with other law enforcement agencies and the government to coordinate efforts and ensure compliance with the law.

Structure and Jurisdiction

The Custodia Fisci operates under the authority of the Blackhelm Confederacy's Ministry of Finance. Its headquarters in Paradise City houses multiple departments and divisions dedicated to specific areas of enforcement, such as taxation, customs, and financial investigations. With jurisdiction over financial transactions, trade, and customs operations within the Blackhelm Confederacy, the Custodia Fisci carries out audits, inspections, and surveillance operations to maintain the integrity of the nation's financial systems.

The force maintains a military-like structure, with a similar ranking system as the Blackhelm Confederate Army. As such they contribute to the maintenance of order and public security and to military defense along national borders. There are approximately 172,000 members of the Custodia Fisci deployed throughout the country. Officer cadets for the general and aeronaval branches are recruited through competitive examinations open to Confederate citizens, not over 22 years of age, with a high school diploma. Officer cadets for the technical and logistic branches need a bachelor or master's degree, and to be under the age of 32. All other ranks are open to any Blackhelm Confederate citizens who have completed their mandatory period of conscription with the nation's military.

Contubernium Tutelae Rapidae

The Contubernium Tutelae Rapidae (CTR) is an elite unit of the Custodia Fisci, tasked with counter-terrorism operations and the protection of VIPs and places of interest in the country. There are approximately 800 CTR members on hand throughout the country, often stationed in airports, ports, and other sensitive targets.

The CTR also combats illicit trafficking, focusing on organized crime, drug and weapons smuggling, and illegal immigration, and supports the operations of local and regional governments, deploying teams of marksmen during drug-seizure operations or tactical units for high-risk tasks, and can act as riot units in a serious threat to the public order.
