The Lissathan Delaïkó is the bicameral legislature of the federal government of Lissatha and consists of the Chamber of Representatives and the Senate. The Delaïkó meets in the capital building in Odiola. Both senators and representatives are chosen through direct election, though vacancies in the Senate may be filled by a governor's appointment. The Delaïkó has 277 voting members, 253 representatives and 24 senators. The Vice President of Lissatha has a vote in the Senate only when senators are evenly divided.
The sitting of a Delaïkó is for a two-year term, beginning every other August, the current Delaïkó is the 41st. Elections are held every even numbered year on the first Friday of June. The members of the Chamber of Representatives are elected for the two-year term of a Delaïkó. Each senator is elected at-large in their state for a six-year term, with terms staggered, so every two years approximately one-third of the Senate is up for election. Each state, regardless of population or size, has two senators, so currently, there are 24 senators for 12 states.
Overview
History
The name of the Delaïkó is derived from the early democratic system practiced by Odiola from the early 300s to the 10th century, where the representative body was also called the Delaïkó.
After the coup that overthrew the monarchy in 1931 the nation of Lissatha descended into civil war, during this period it was ruled by the Federal Congress, a group of revolutionary leaders were in theory all members were equal but in reality Appolon Pachis was the de facto leader.
Role
Powers of Congress
Delaïkó has the exclusive ability to appropriate funds, the Delaïkó can borrow money on the credit of Lissatha, regulate commerce with foreign nations and among the states, and coin money. It has an important role in national defense, including the exclusive power to declare war, to raise and maintain the armed forces, and to make rules for the military.
One of Delaïkó's foremost non-legislative functions is the power to investigate and oversee the executive branch.
