Executive Branch

The Executive Branch of the Union State is made up of three distinct but closely linked bodies; the Executive Tribal Council, the Council of Ministers, and the Council of Defense of the Union and Party.

Executive Tribal Council

The Executive Tribal Council is the supreme executive decision-making body within the entirety of Demitorian government. As established in the Union Tribal Charter of 1940, the Executive Council is responsible for the day to day administration of the nation. It is also responsible to the Demitorian All-Union Party to reach policy goals and economic forecasting objectives. Control of the state industries, appointment of ministers, directors, managers and military officers all run through the Council.

Chief Premier

The Chief Premier is the highest ranking member of the Demitorian All-Union Party and the elected leader of the Demtorian people. The current Chief Premier is Atavius Koch, who won his third term with an overwhelming 85% of the vote during the recent elections. As Chief Premier, Koch is responsible for the dual roles of leading and directing policy for the state through the Executive Tribal Council and the All-Union Party. As a prominent figure in the Council of Defense of the Union and Party, he is extremely influential for the formation and adoption of military policy as well.

All judges serve for life besides in the normal All-Union circuit, where they serve for ten year terms.

Supreme Court of the Union

The Supreme Court of the Union has only five sitting justices, all of which are nominated by the Chief Premier and confirmed by the Executive Council. They are the final court of appeals for the Demitorian Legal System, and court of first instance in case where there is a dire national emergency or constitutional crisis.

Agency for the Preservation of Society

The Agency for the Preservation of Society (APS), is the main law enforcement agency for the state. With the sparse population and constantly moving settlements of the nomadic population, the APS is mostly relegated to policing in Akit and surrounding communities with limited involvement in frontier outposts and semi-permanent settlements. With the General Law of 1990, the APS also serves as a quasi military reserve with an authorized strength of 1,500 but normally only having 500 full time officers in peacetime.

Sub-Council for State Security

The SCSS is the primary investigative and domestic intelligence agency of the Union. Although with a designation as a Sub-Council it should fall in the executive branch under the Executive Council, the SCSS is a subagency of the APS as it's criminal investigative arm, therefore placing it in the judicial branch. However, the SCSS's domestic intelligence wing is under the direct control of the Executive Council as a direct reporting agency. Although the chairman of the SCSS technically outranks the Minister for State Security, the domestic intelligence wing being under direct Executive Council control does not make this wing a sub-council controlled entity.

Prisons

Prisons in Demitor are managed by the Agency for the Preservation of Society through the subsidiary Agency for Behavior Correction (APS/ABC). There is one standard prison in Akit called the Akit Correctional Facility where prisoners who have been found guilty by the Criminal Court of the Union are housed to serve their sentences. Also located in Akit is the All-Union Tribal Center, where nomadic tribespeople are housed who have broken laws and were arrested by the APS, Frontier Police of the All-Union Guards, or local Tribal Public Safety agents. A third facility at Rokutht All-Union Airport houses foreigners until they are processed by the APS and the SCSS and allowed to enter into the Foreign Village or repatriated back to their home country.

Legal System

The legal system of Demitor is based on the Judicial Reform and Security Act of 1980, replacing centuries old legal traditions at the time. Even though this was a unpopular move, leading to calls from the All-Union General Assembly of Tribal Leaders to call for a vote on Atavius Koch's performance and to call a snap election, the calls stopped after a closed session of the Assembly led to the replacement of all sitting assembly members with new family members for the rest of the term.

The state is guaranteed a conviction for a crime by the aforenoted act regardless of who the conviction actually names, and does not guarantee the right to appeal. An appeal is granted only when given approval by the First Premier, Chairman of the Council of Ministers and the Minister for State Security concurrently. The state is also guaranteed a victory in the appeals process unless the Supreme Court of the Union has sufficient evidence to overturn the conviction and the approval of the Executive Council to overturn the conviction.

Ministry for Tribal Affairs

The Ministry for Tribal Affairs is the All-Union Cabinet level ministry responsible for the education, development, and welfare of the nomadic tribespeople that encompass the majority of the population. Although another apparatus that would be better suited for the Executive Branch, the special status of nomads as laid out in the General Law of 1990 make them wards of the state, therefore putting them under the purview of the judicial branch.


Elections

Political parties are banned in Demitor aside from the All-Union Party currently in power. Any attempt at alternate organization is to be met with arrest and convictions carry a life sentence of imprisonment or hard labor.

Process

The electoral process is held every five years according to the Union Tribal Charter of 1940, but has recently been suspended through an act of the Executive Council.
