Terminology

President PLACEHOLDER first used the term in a speech given in 1756:

...With the opponents of Revolution turning the Monarchist's tragically-obedient dogs against us and forcing fellow brothers to fight, the fields of misfortune are ploughed ready for a new crop of war and calamity to be sown. Every soldier slain in the Revolution, be they Monarchist or Republican, is a soldier less to fight against foreign influences seeking to cripple our new Republic before it can regather its strength. A war is unavoidable, but it is our duty to ensure that this war is fought not on the battlefield or on the high seas, but in the workshops and the barracks; the creation of a new Republican army and navy, able to succeed the strength of the previous Lisennisan forces under Monarchist rule, is an essential step to maintaining our new-found freedoms. Thus, we will fight the Fallow War, and destroy the fallowed fields of misfortune pre-emptively. We must ruin the harvest of War before it can even be sown...
