The Flag of Hưng Yên between 1945 to 1995 was a Blue Ensign with the Coat of Arms of Hưng Yên on a white disk. In Hưng Yên, it is also nicknamed the Hưng Yên flag, Lucian Hưng Yên flag or the Dragon and Lion flag. In 1945, as part of the Treaty of Randgriz that ended the Second Europan War, the Quenminese region of Hưng Yên was ceded to the Lucis Empire. The Lucis Jack was used from the start of the Lucian Governance in 15 July 1945. It was not until 15 December 1945 when the Blue Ensign with the Hưng Yên Coat of Arms was adopted as the official flag of Hưng Yên. It lost its status following the 30 June 1995 transfer of sovereignty over Hưng Yên.
Despite losing its status, the flag was allowed to be waved whenever the visit of a Lucian Royal or Parliament Member took place in Hưng Yên. It was also allowed to be used in the Commonwealth Games as Hưng Yên's identification. It was more commonly used during the Imperial Crisis when pro-Allied protests took place after the Capture of Hưng Yên during the Imperial Crisis.
