Halsen Municipality is a Municipality of Greater Normark that lies in the southeast of the region Sotheim. The Administrative seat is the towm of Skogen, with a population of 1,000. The largest urban centre is the town of Solhammersjøen, with a population of 2,000. The majority of the municipality's population lives in the rural countryside, and the majority of the region lies on a ridge that seperates the region of Sotheim from the region of Østerdaal. The municipality has historically been rather isolated, and it was neutral during the Daal Civil, neither taking the side of the Kingdom of Daal, nor the Alliance of Østerdaal. During the Treaty of Brekket, in which the Kingdom of Østerdaal was created, it was decided that the area of Halsen would be incorporated to the Kingdom of Sotheim, which was the new name given to the Kingdom of Daal after they lost the war.
