The Colonial Holds of Heavonia (Heavonia in Common, Himmauen in Nordic, Hæffiomaa in Hæffionæg, and Vostaadnau Fel-Julsesahrol in Dovah-Zul) is a nation of islands in the region of Mystria. Principally inhabited by humans, it also has small minority populations of Mer, Beastlings, and Dragons among others. Since the 13th century Common Era it has been a colony of the Dragon States, and today is not counted as an independent country by most nations in the region.

It is very under-developed nation that lacks in significant industrialisation and which has not undergone significant urbanisation. Much of its population is poorly educated and on a low income by international standards, with clear class divides between those who work and a noble 'Ruling' Class. Much of the wealth of the nation is exported, with little investment back into local communities. This is largely enforced by colonial administrators and enterprising businessmen from the Dragon States - the Aaz-Dovah, or Draisulane.

Colonialism

The nation is a colony of the Dragon States with very little autonomous governance. While some decision-making ability is devolved to local nobles and career bureaucrats from the Dragon States Colonial Administration Office, the vast majority of it is either retained by the central government of the Dragon States, or is conducted 'under advisement' of the Colonial Administrators.

Those from the Dragon States are known as Aaz-Dovah in Dovah-Zul, or Dragon Servants. In Hæffionæg this is literally translated as Draisulane. As a pejorative Oridraig - Dragon-Slave - is used by those who oppose the colonial administration.

The impact of the Heavonia's status as a colony can be seen everywhere within the nation. The Head of the State is acknowledged to be Alduin - the divine world eater who rules over the Dragon States, and a complete absence of diplomatic representation in the nation results in all political and senior public service office holders being appointed at his pleasure. The function of their appointment is of course carried out by the Colonial Militant-Governor, a career Colonial Administrator who acts as the senior colonial figure in the nation and who oversees the princely, native head of state - the Meliores. The Colonial Militant-Governor possesses significant authority both over the native governing structures and over Nordic institutions, whereas native figures are rarely permitted to interfere with the actions of colonial officials. There exists separate intelligence agencies, paramilitary forces, and even law enforcement organisations who are responsible for conducting colonial business, while Nordic Colonial Administrators are embedded in the national government and local authorities.

Governance

At a national level, Heavonia's government is divided into three branches. Each swears allegiance to Alduin as the Divine Wyrm Alduin, Slayer of the Slaves of Oblivion, Defender of Keizaal, Firstborn of Akatosh, Conqueror of Morrowind, Father of the Holy Priesthood and other titles. These are the Executive, Judiciary, and Legislature branches of government - or the Lord Stewardry, the Courts of Justice, and the Princely Assembly. While not considered formal branches of government, in practice the priesthood of the Dragon Priests wields significant independent temporal and political power as do officers of the Dragon States Colonial Administration Office.

Etymology

The term Hæffiomaa is roughly translated as the 'Land of Happy Valleys.' The words for the nation in Nordic and Common are based on the word in Hæffionæg, Anglicised or Nordicised rather than flat translations into the other languages.

In Dovah-Zul, the term Vostaadnau Fel-Julsesahrol can be roughly translated as the 'Colony of Feral Hillmen.'
