The Imperial Kingdom of Huvakia is an efficient nation comprised of two star systems. The capital system of Aloriya, which accounts for 87% of the Huvakian population and Gyges an industrial hub. Huvakia is notable for its efficient economy, and near complete absence of violent crime. The efficient Huvakian economy, worth a remarkable 35 trillion Credits a year, is diversified and led by the information technology industry with significant contributions from the shipbuilding, and agricultural industries. State-owned companies are common, the well funded police force and progressive social policies in education and welfare help to keep crime rates minimal. Huvakia's national animal is the Rottweiler, which is now a commonplace household pet throughout Huvakian space. 


Etymology

The exact history regarding the origin of the term 'Huvakia' has been lost to time. Scholars from the Aloriya Institute of Technology have theorized that the term might have originated as a portmantaeu from the various colonist groups, however there is no historical record to substantiate their claims. Alternativey some historical anthropologist from Orion University have claimed that the name was elected to establish distinction between the budding colony and whomever originally financed the expedition. While other historians posit that Huvakia is the secret succsessor state to one of the early Earth nations nearly destroyed by the Third World War. Until conclusive records are discovered if they exist the exact nature of Huvakian creation will remain an enigma.

Huvakia was established on October 19th, 3194 by the Megaship Gardens Approach which had been underway for nearly two generations. Official records dating to the establishment of the colony are incomplete though occasionally caches of information are found in government storage or within forgotten zones of habitation.

Aloriya the Capital planet of Huvakia is a vibrant garden planet and home to a thriving colony. Sandy beaches and the romantic twin moons of Khol and Khalika fuel a bustling tourism economy, while practical and secretive corporate matters are handled in spiraling arcologies built along towering cliffs. Even though it has been colonized for over a century, Aloriya feels a frontier away from regulation and oversight. Consequently, a number of influential political lobbies have established sizable presences on the planet.

Stations

Aloriya's Gate sometimes also referred to simply as The Gate is an Orbis Class Space station located in orbit around Lumalor the only main sequence star in the system. Constructed in 3285 the gate was established as the final step in the colonization plans laid out as standard by the Federation. Containing countless businesses and store fronts as well as ample facilities for ship maintenance and construction the Gate quickly became the heaviest trafficed area in the system. While some specialised outposts have been constructed nears areas of interest the Gate remains both the most populous and visited station in Huvakian space.

Politics and Government

Huvakia is governed by a constitutional monarchy that was established with Huvakias decision to back the Empire of Achenar in 3296. The first King Intendant of Huvakia was Reokad Bikadinir the former federal govenor of the colony. In keeping with Imperial tradition the position has remained within the Bikadinir bloodline. While Huvakian Royalty possess executive power they are regulated both by the Huvakian consitution and the House of Aloriya, an elected governing body that represents the general population. Huvakians have 28 citizenship tiers, beginning with civilians (visitors and children). The initial period of military service is the second tier. Formal citizenship is conferred at the third tier, after boot camp. For immigrants, citizenship is granted after the individual musters out. Higher-ranked citizens are expected to lead and protect subordinates. Lower-ranking citizens are expected to obey and support superiors. Promotion to another tier of citizenship is based on the personal assessment of one's superiors and co-rankers. At the top are the Dukes, who each rule a colonization cluster. The King Intendant decides on matters of national importance. They otherwise maintain a "hands-off" policy, trusting the citizens on each level below them to do their jobs competently.

Throughout their lives, Huvakians ascend to the higher tiers and are occasionally "demoted" to lower ones. The stigma associated with demotion lies not on the individual, but on those who promoted them when they weren't ready for additional responsibility. This curbs the tendency to promote individuals into positions beyond their capabilities. Settling into a role and rank is not considered stagnation. Huvakians value knowing one's own limitations more than being ambitious. This has not stopped a population of imperial slaves from forming in Huvakian space. Imperial Slavery refers to the traditional system of indentured servitude within the Empire. Imperial Slaves represent the lowest 28th stratum of the Imperial social hierarchy. Unlike conventional slavery, the transportation and treatment of Imperial Slaves is strictly regulated by Imperial law, and they are entitled to various rights and protections.

Most Imperial Slaves enter service voluntarily in order to work off debts, and when their term of service is completed, they are restored to Imperial citizenship. Since there is no stigma attached to being an Imperial Slave within Huvakian society, an emancipated Imperial Slave may potentially rise to high status through loyal and effective service. The apparent virtues of Imperial Slavery conceal a darker side, however: an Imperial Slave working in the household of a wealthy senator or duke will receive a far different level of care and consideration than one toiling in a remote mine for Vaudeville Industrials, and independent pilots have been known to make their fortunes smuggling Imperial Slaves to black market traders beyond Imperial territory.

Military

The King Intendant serves as supreme commander and chief of the colonial armed forces which is administered by the Huvakian Enforcer Corps. A self defense and security force tasked with maintaining security within and around the system. Officers and NCOs are "lifers" with years of field experience. Enlisted personnel are thoroughly trained and stay calm under fire. Huvakian units don't break. Even if their entire line collapses, they fall back in order, setting ambushes as they go. A popular saying holds: "You will only see a Huvakian's back once he's dead."

Boot camp begins on the 18th birthday of every civillian in Huvakian space. Soldiers receive a year of training before being assigned to a field unit; officers train for even longer. Most serve until the age of 25, at which point they become part of the Reserves. Even if they suffer injuries preventing front-line service, most continue support work behind the lines. Command and control is decentralized and flexible. Individual squads can call for artillery and air support. They make extensive use of drones for light duties, and practice combined arms: infantry operates with armor, supported by overhead gunships. Strategically, Huvakians are methodical and patient, and dislike risky operations. Tradition is important. Each legion has a full-time staff of historians who chronicle its battle honors in detail. The Huvakian navy is divided into at least 32 fleets and contains at least 8 battlecruisers, 4 dreadnoughts, and two carriers though official numbers are unknown outside of Imperial intelligence.

Foreign Relations

Huvakia enjoys protected status under the Empire of Achenar while remaining neutral in dealings with the Federation of Star Systems and Alliance of Independent Systems. A diplomatic row is present both on Aloriya proper and the Gate housing represenative offices from all corners of the galaxy.

Economy

In 3305, automobiles,mineral products, base metals, and machinery were the largest import commodity, while starships, electronic equipment and kinetic barrier technology are the country's largest export.

Energy

The Imperial energy market is about 9,000 petawatt hours per year. Nearly all of this power is provided by various fusion facilities in place both in orbit and on planetary surfaces. Prometheus Imperial Power has become the largest energy provider in Huvakia and operates numerous orbital hydrogen collection depots and refineries

Infrastructure

Issues that affect water supply in the Empire include droughts in the Western hemisphere of Alloriya, a backlog of investment, and concerns about the affordability of water for the poorest. Early and unregulated exploitation of the area has lead to increased variability and intensity of rainfall as a result and is expected to produce both more severe droughts and flooding, with potentially serious consequences for water supply and for pollution from combined sewer overflows.

Transport

The average adult (accounting for all commuters and non-commuters) spends 47 minutes traveling every day, traveling 675 Ls. In 3305, there were 15,009,283 registered to Huvakian systems, but excluding vessels registered in other systems. Mass transit accounts for 67% of total work trips. Transport of goods and passengers by orbital elevator and public shuttles is extensive. The civil starline industry is predominantly owned by the government though some foreign operators are allowed to operate. Huvakia possess one major interstellar transit hub known as "The Gate".


Education

Almost all of the Huvakian population has recieved a basic education paid for by the system government. Students are typically taught a combination of basic sciences, math, and human history. Attendance at an acreditted learning instiution is a mandated requirement for all Huvakain citizens. While mandatory schooling is in place, noted importance is also placed on the development of trade skills. Multiple private universities such as Orion University possess satelite campuses on Aloriya due to the high population numbers and lucrative regulations

Religion

Huvakians enjoy absolute freedom of religion and can practice whatever appeals to them so long as it does not impede anyone's ability to perform their duties. There are many followers of the Christian faith and it is not uncommon to hear prayers before or after important events or addresses by the King Intendant.

Culture

Huvakian culture is a unique blend of Federal and Imperial social traditions dating centuries. Huvakians are noted for their strong sense of public service. It is rare to find one who puts their needs ahead of the group. Every citizen from age 18 to 30 serves the state in some capacity, as anything from a soldier to an administrator, from a construction engineer to a sanitation worker. Huvakian society is highly regimented and very organized, and known for its strict discipline and work ethic. Huvakians are willing to do what needs to be done, and rarely fail to follow through. Relative isolation from "The Bubble" meant that Huvakian strategy has always been a measured one. They are not easily spurred to violence, but when conflict is inevitable, they only understand a concept of "total war." They do not believe in skirmishes or small-scale battles; they use massive fleets and numbers to defeat an adversary so completely that they remove any threat of having to fight the same opponent more than once. They do not exterminate their enemy, but so completely devastate their military that the enemy has no choice but to become a colony. The Huvakian military is the center of their society. It is not just an armed force; it is an all-encompassing public works organization. The military police are also the civic police. The fire brigades serve the civilian population as well as military facilities. The corps of engineers builds and maintains spaceports, schools, water purification plants, and power stations. The merchant marine ensures that all worlds get needed resources. Since their culture is based on the structure of a military hierarchy, changes and advances accepted by the leadership are quickly adopted by the rest of society with minimal resistance.

While each Huvakian is an individual with personal desires, their instinct is to equate the self with the group, and to set aside all personal desires for the good of all. From a young age all are taught to have a strong sense of personal accountability, the Huvakian honor that others find so remarkable. Huvakians are taught to own every decision they make, good or ill. The worst sin they can make in the eyes of their people is to lie about their own actions. Often perpetrators of murder will try to get away with it, but if directly questioned, most will confess the crime. Nepotism, while present, is rare and looked down upon by society, most of whom instead espouse and practice meritocracy in regards to the handing of positions of power.

Huvakians enjoy broad freedoms. So long as one completes their duties, and does not prevent others from completing theirs, nothing is forbidden. For example, there are no laws against recreational drug use, but if someone is unable to complete their duties due to drug use, their superiors step in. Judicial proceedings are interventions. Peers express their concern, and try to convince the offender to change. If rehabilitation fails, there are no qualms about sentencing dangerous individuals to life at hard labor for the state.
