The Joint Specialized Combat Development Program (Quenminese: Chương trình Phát triển Chiến đấu Chuyên nghành Chung), also known as the Chương Phát Chung, CPC, and the JSCDP, is the special operations division of the Imperial and Royal Quenminese Armed Forces. Aside from their primary operation, the Program also focuses on counter-terrorism, unconventional warfare, hostage rescue and special reconnaissance. Having personnel from the Ground, Oceanic and Air Forces, it is considered to be the elite division of the nation's military.

History

During the Paywan Rebellion, the Quenminese military was facing difficulty in quelling the operations of the Paywan National Liberation Army. In response to this, the Armed Forces created the Unconventional Warfare Group, also known as Chiếnphi, from the army branch.
