Kaayhltaa Tlag (/'ka:jlta tlak/; Haida: ᗺᐧᑊᗡᐧ ᘭᐟ, IPA: /kʰa:jl.ta: tɬak/), officially the Association of Free Peoples and formerly known by exonyms Cailta and Habakkuk Country, is a confederation of communes located in the far northwest of Norumbria in Ajax. Bordering Enyama on its southern border and the Skaldafen Confederation on its southeasternmost exclave of Ingaliq, Kaayhltaa Tlag is the largest nation by landmass in Ajax. Consisting primarily of untouched taiga and tundra, the country is known for its variable climates, with some in the interior having the most dramatic temperature differences between summer and winter in the world.

What would become Kaayhltaa Tlag was one of the last regions of the world to be settled, with evidence of human habitation dating back only 5,000 years. The first settlers of the region were semi-nomadic hunters, forming small communities and rarely engaging in warfare. In 1243, Sḵ'íinaa, a woman from the village of Thlinul, established the Skiinic Empire, which came to control much of northern Kaayhltaa Tlag. Its rule was known for its brutality and exploitation of the people, and after its overthrow in the Cloudberry Revolution, it established a quasi-anarchist system of government, which eventually organized the peoples to the north as well. Kaayhltaa Tlag is notable for its government, a freely-associated confederation of 47,763 communes. While each commune is administered independently of the other, the entire nation is represented on the international stage by the people's commissary, a largely ceremonial role, and wide-reaching intranational matters are administered by Communes United, a parliament of representatives from each of Kaayhltaa Tlag's 521 regions. This system was established following the end of the Cloudberry Revolution, based on traditional Kaayhltaatlagic village management and modified eight times over the years, eventually adopting ideas from anarchist schools of thought concerning social justice and sustainability.

14 million people live in Kaayhltaa Tlag, making it the least densely populated nation in Ajax, at about two people per square kilometer. The majority of this population lives in urban areas in the far south of the nation, due to its relatively mild climate and its small amount of arable land. The Northern Country, which makes up the northern third of the nation, is very sparsely populated, home to less than fifth of the nation's population, although that number is rising rapidly. The vast majority of Kaahltatlagics are ethnically indigenous to the nation; small non-native populations can be found in the cities of Gisḵ'ahaast and Kluane, mostly political refugees from Norumbria and Belisaria.

Kaayhltaa Tlag is a developed nation, with its urban population enjoying high standards of life and education. Its rural population, much of it still semi-nomadic, faces far-reaching problems in infrastructure development and economic advancement. The nation is almost universally economically equal, however, due to its socialist economy, and its population is one of the healthiest and longest-lived in Ajax, due to a world-renowned healthcare system.

Etymology

The name Kaayhltaa Tlag, usually translated as "Star Country," originates from the Haida words k'aayhlt'áa and tlag, meaning "star" and "country," respectively. It was chosen as a national name via a majority vote by the Communes United in 1931 out of roughly 300 names submitted. Prior to this, there was no name for the polity of Kaayhltaa Tlag as a whole, with each individual citizen generally referring to it as "the land" in their original language. Following a treaty signed with Enyama in which each of the 4 Kaayhltaa Tlag representatives signed their national origin differently, it was decided that the matter needed to be addressed. The name was allegedly nominated due to Kaayhltaa Tlag's famously clear skies, due to a lack of major manufacturing activity out of the extreme south. A Latin reporter latinized this as Cailta in the only report on this in Belisaria, leading to this being the common spelling until the mid-1970s.

Prior to this vote, the international community referred to Kaayhltaa Tlag by a variety of names. The most common included Kita no Kuni (北の国), the common Enyaman name for any land to the north, and Habakkuk Country, the Belisarian name for any unclaimed land in Norumbria, derived from Arthuristan explorer Oswald Habakkuk. These fell out of favor following the 1931 vote, although some Belisarian geographic societies continue to refer to northern Norumbria as a whole as Habakkuk Country.
