Kiem is the capital city of the Republic of Visargia. With more than 6.4 million people living within the city's limits, which are also contiguous with the County of Kiem, Kiem is also the most-populous city in Visargia. The city sits at the mouth of the River Kiem on Lake Grediskaus in the North West of Visargia. The city dates back over one thousand years with the official founding date being 819 AD with the completion of Breniskiop Fortress.

Kiem first rose to prominence under the Principality of Kiem, which was rapidly growing as an important centre of trade at the time. As the Principality expanded it's influence beyond the shores of Lake Grediskaus and up to the North coast, it became the Principality of Veckeny. Kiem continued to be the centre of the new Vechenian royalty and as the principality grew to become the Grand Duchy of Veckeny and the Hofesar it's status remained. In the 1640s a plan to redesign the city would be put in place with the Ducal Court, and thus the city centre, moving further inland away from the Breniskiop Fortress, an area which had become overpopulated and was viewed as undesirable. This area remains the city centre to this day.

With the annexation of Veckeny and the Hofesar into the newly formed Kingdom of Visargia, the city was no longer the most important settlement within the nation. However, with the increasing industrialisation the city began to serve as an industrial hub for the west of Visargia, where it faced little competition as the main city. With the accession of King Frytso III, who was of Vechenian noble heritage through his mother, to the throne in 1828 the seat of government would be moved from Orsak, the traditional capital of Whellin, to Kiem, where it has sat since.

Kiem is home to the Executive, Legislative and Judicial branch of the Visargian government. Most government agencies are also based in the city. The city is also a major corporate hub with many companies having their local and international headquarters within the city. Kiem also serves as the cultural centre of the nation with many theatres, art galleries, libraries and museums being based in the city.

Kiem is both a Municipality and a County under Visargian law, it is governed using a Mayor-Council Government. The current mayor of the city is Orynke Weylemenk of the Mutualist Party. The Mutualist Party also holds an outright majority on the Kiem City Council.
