On April 7th, 2022, around a month after filming for the upcoming biographical comedy film, Weird: The Al Yankovic Story, which is also set to be released in the fall of 2022 and which also features actress, Evan Rachel Wood in a supporting role, the concept of the film was first made public and announced by Wood herself on Instagram, revealing that an upcoming film featuring herself and wife, Catherine, Princess Royal, a member of the British royal family is "a project long overdue but ultimately worthwhile", with Wood later clarifying the statement by revealing that in actuality, principal photography for the film had actually began and later ended in 2021, with the delay in the film's release being attributed to the couple's personal wish for it to be their "fifth wedding anniversary project", which the couple hoped would then be nominated at the upcoming Academy Awards ceremony, thereby potentially giving both Catherine and Wood their first respective Oscars award. The following day, it was announced that Keagan Burnett has been chosen to direct the film, while both Wood and the Princess Royal themselves would dually assume the role of both actor and producer. Most notably, the film would be the Princess Royal's first acting credit for a film, and would also be the first in which Wood, having previously starred alongside her then-girlfriend (who played a largely supporting role) in the ongoing television series, Westworld, would star on a more equal basis with her girlfriend-turned-wife, as both women are expected to play equally major roles of their own in the film. Later on, it was announced that Colin Firth, along with Marion Cotillard and Emma Thompson would also be featured in the film playing supporting roles. According to both Catherine and Wood, the film is essentially a "feminine rehash" of the popular American thriller series, House of Cards, starring actor, Kevin Spacey, mixed in with some elements of the American drama series, Madam Secretary, starring actress, Téa Leoni, whose character in the series, the protagonist, Elizabeth McCord was cited by Wood as a major inspiration for her own character in the upcoming film, while Catherine herself otherwise cites the character of Claire Underwood (played by Robin Wright (whom was also cast for the film)), wife of Spacey's character in the series, Frank Underwood as her own source of character inspiration.

Around the same time, following initial rumours on whether Wood or the Princess Royal would be the one to play the role of a fictional American president in the movie, it was soon announced that the actress herself would be the one doing so in the film, while the British royal is otherwise expected to play the role of the fictional vice president to Wood's character. Then, during a joint appearance on The Graham Norton Show, the couple revealed that in the beginning, the two had initially agreed that Catherine would be the one to play the role of president and vice-versa, but this subsequently changed, for according to the Princess Royal herself, she ultimately opted to assume the "less stressful" and "less important" role of vice president in the movie, for fear of ruining the president character in her very first acting role in a major film, therefore paving the way for the more experienced Evan Rachel Wood to assume the role that Catherine had initially picked.

Principal photography began on May 2nd 2022, and eventually concluded on June 1st 2022.
