The Governorate of Lu (魯總督) is a non-sovereign Governorate formed by The Wnuiashü (墨士) or the Tattooed Servicemen, a philosophical militant order, during the 1st century Northern Crusades against the rebelling Northern Tribes. The state was based in Tshüwklü after the Order's conquest of the Northern Barbarians which began in 192 AD. Most of the territory was conquered by military orders, after which Akai colonisation occurred to varying effect. The Wnuiashü, also known as the Tattooed men, is an ancient militant monastic Wnuiatshist organization unified by its shared teachings and traditions, specifically those of its founder Wnuiatia. Traditionally known for their fur clothing and heavy slippers which remind them of their utilitarian asceticism. A central concern in Wnuiatian thought is to secure Lug (秩), or moral, social, and political order, an intrinsic good that the Wnuiashü assume everyone in society will value. The Wnuiashü are by reputation known as the guardians of peace and justice in Akai and became perhaps the most well known of the various philosophical schools which did not obtain outright power Led by a series of Grandmasters, the Wnuiashü grew over the millennia despite facing many trials.

Governed in line with the ruling philosophy of their order, has resulted in a radically different society to the rest of Akai. Due to the radical opposition generally held to offensive warfare has led it to be a massively defensive state, with every village being given a band of paramilitary soldiers who serve as local governors. Despite this, there is extensive decentralisation of power, with towns and cities being nearly entirely autonomous and with massive agency granted to the monks in control. The closest thing to a ruling body is the Grand Temple of Kogbo, in which the Grand Master leads the Wnuiashü who is in wartime the leader of all military forces in the area. The Wnuiashü themselves are known for their unique appearance, and practices. The Orthodox Faction known as the White Orchid as it is commonly known is the traditional government of the Governorate, wishing to maintain the neutrality and the present order of the state. Other - Red Orchid Movement - are militantly rejecting the aristocratic order that dominates the rest of Akai, increasingly favouring the spread of the Wnuishu system and the doctrine of universal love at the expense of the present order. Their leader is a Master of the Wnuishu known as Shlum Las and is descended from the Las clan who serve the Thlial family in Tshüwklü. The Red Orchid movement is increasingly popular among regional peasant and worker castes in Akai due to their promises of land reform in areas they control and wealth redistribution however equally firm opposition exists as well, and they are increasingly drawing the ire of the Akai state.
