Ministry of Community Development

The Ministry of Community Development is a federal executive deparment of the Raditian government responsible for social welfare, education, pensioners and youth affairs.

The department was formed by merging the functions of the Ministry of Education and Youth Affairs with the Ministry of Social Services in 1992.

History

The previous Ministry of Social Services was formed in 1928 by Augustín Němec's administration in order to administer new social policies created in the wake of the economic crisis. During its early years, it oversaw the Raditian social security system, national health insurance and financed hospitals and retirement homes. Before the creation of the department, most of these functions were performed by the local government. In 1931 the healthcare functions of the department were transferred to the newly created ministry of healthcare.

The size of the ministry greatly expanded following the communist takeover in 1948. The MoSS not only provided social welfare but also acted as an instrument of social engineering and communist propaganda.

Following the collapse of the Socialist Republic of Raditia in 1976, the ministry continued in its role of providing social security. This changed in 1992 with Liberal Democratic reforms that greatly downsized the welfare state, mainly by devolution of responsibilities to the federal subjects. The remaining responsibilities of the MoSS were merged with the Ministry of Education and Youth Affairs, creating the Ministry of Community Development.
