The Ministry of Foreign Affairs (MOFA) is the ministry responsible for handling Emmiria's external relations. The ministry oversees "political, cultural and financial international relations" and monitors the Islamic Republic's diplomatic relations. It was created in 1906 by a official decree issued by President Mohammad Mah Palavi as the first official ministry established under government diplomacy regulation. Among its many responsibilities, the Ministry produces and authorizes Emmirian passports.
