The Ministry of Interior is the ministry of the Barrayaran government traditionally responsible for security, immigration, civil defence, and public freedoms. For two centuries, the Ministry of the Interior is at the heart of the Barrayaran administration. Its organization, human and material resources are the preferred tool of the state to guarantee subjects privileges and duties. The Ministry of Interior is the implementing body of the domestic security policies in the Empire of Barrayar, seen as security and crime prevention. It also deals with the relationship between Imperial State and Count Districts. The Ministry delegates the responsibility for local affairs to the Imperial Viceroy of Sergyar and to the Imperial Counsellor of Komarr, who in turn control the affairs related to security and good order. On Barrayar, the Ministry directly directs the activities of police in the districts of Southern Continent, while co-operates with the District Counts.
The Ministry of Interior is a complex structure, articulated at the central level with 5 departments, and with peripheral governing bodies, Police commands and Public Rescue Service commands.

Internal Affairs

In the Empire of Barrayar, some of the task traditionally associated with the Ministry of Interior are exercised by other Ministries. The task of controlling territorial administration is shared with the Ministry of the West, which is in charge of the Southern Continent and of the Viceroyalties of Komarr and of Sergyar; the internal security duties are shared with the Ministry of Protection of Imperial Loyalty, which takes care of politically-oriented security duties.
However, the three Ministries are framed under the Inter-ministerial Committee for Public Order and Security, which is the body responsible for the programming of the government policy of the territories and to protect the safety of Barrayar. The Committee is presided over by the Minister of Interior and it consists of, on a permanent basis, the Minister of the Interior, of the Minister for the West and of the Minister of Protection of Imperial Loyalty. Some technical members outside the ministerial team may participate in its meetings, but they cannot express their opinion by voting. The Committee prepares the guidelines of the policy of imperial security and examines the general situation for the adoption of economic measures.

Traditional Districts

The Ministry is part of the Government of the Empire, and as such cooperates with the Northern Districts in order to build safety and security for the Northern Continent by fighting terrorism and organised crime, by promoting police cooperation and by preparing to swiftly respond to emerging crises. The northern continent-oriented activity is carried out in strict cooperation with the Justice and Internal Security formation of the Council of Government Delegates of Their Lordship the Counts.
The premier activity of the Ministry in this respect is the policy and legislation revision, enacting proposals the Districts may adopt, both as individual Districts and collectively.

Fight against illegal immigration

Fight against external immigration is a significant contribution to security of the Empire. It is carried out through activities involving coordination of border controls and management and strict control of foreign residing in the country- Action to combat illegal immigration involves development and adoption of measures and initiatives targeting immigration dynamics. The Department for Immigration is set to develop strategies to counter immigration and dealing with any issue arising from the presence of foreign nationals on the Imperial territory. The Department is in charge of gathering and analysing information on measures taken to monitor, prevent and fight against immigration.

Organization

The offices of the Ministry of the Interior can be classified according to the following breakdown:

  • According to jurisdiction:
    • Central Offices: located at the Ministry headquarters in Vorbarr Sultana, with jurisdiction throughout the whole territory, according assigned matters;
    • Peripheral Offices: spread locally, with jurisdiction limited to a particular territory. They include, for example, the local bodies of the public rescue service.
  • According to the scope of responsibilities:
    • General offices: carrying out an activity extended to all sectors of the Ministry;
    • Special Offices: having only a limited number of powers in the administration of the powers of the Ministry of the Interior.

Staff offices

Staff offices are those offices, bureaus and other departments that work in close conjunction with the Minister. They represent the instruments directly available to Minister to enforce his actions within the Ministry and on top level.

Cabinet of Minister

The Cabinet of Minister is the Minister's own political bureau, composed of senior officials. The Cabinet works with and towards the Minister for the effective and functional definition of the objectives of the Administration, the elaboration of public policies, the evaluation of their implementation and related communication activities. In order to constitute a link between Ministry and Minister, its structure mirrors the Ministry organization. The Cabinet consists of a Chairman, two Deputy Chairmen and of twelve offices, each headed by a Director. In particular, the Office of General Affairs supports the Chairman of Cabinet in the activity of coordination and liaison with other offices working directly with the Minister and with departmental organization. Tasks of the General Affairs Office concern the planning and management of human resources, including labour relations, the management control and evaluation of managers assigned to the staff offices, the management of the information systems of the Cabinet, the management of the archives of the Cabinet, general affairs and the organization of turns of service.

Office of Legislative Affairs

The Office of Legislative Affairs deals with the legislative and planning, negotiation and drafting of legal texts. It ensures the quality of the legal language, the applicability of the rule, streamlining and simplifying legislation, impact analysis, feasibility and costs of regulation. The Office also conducts research and consultation and cooperation with other ministerial structures, examines the provisions submitted to the Council of Ministers and the parliamentary initiative in order to ensure the connection with the activities of Parliament, as well as relations with the Prime Minister and other government departments. Finally, the Office manages the investigation and pursuit of answers to parliamentary questions.

Central organization

At the central level the Ministry is organized into five departments, three Secretariats and two audit-inspection offices. The Departments are organized under a functional criteria:

  • Liaison Secretariat Komarr
  • Liaison Secretariat Sergyar
  • Central Inspection Office;
  • Internal Control Office.
  • Department of Territorial Affairs: in charge for Northern Continent, general Empire-wide services and for extra-planetary assets and possessions belonging to the Barrayaran jurisdiction outside those managed by the Ministry o the West. It is divided into four Directorates:
    • Directorate for Local Government;
    • Directorate for Police Cooperation and Anti-Drugs Policy of the Counts' Districts;
    • Directorate of Local Finance;
    • Directorate for Demographic Services;
    • Directorate for Barrayaran Minorities;
      • Office for the Family and the Fight Against Abortion
    • Liaison Secretariat Northern Districts.
  • Department of Immigration, divided into three Directorates:
    • Directorate of Immigration Policies: the Directorate oversees Komarran and Sergyaran immigration bodies and directly operates the Barrayaran Immigration Bureau;
    • Directorate for Citizenship and Foreign Minorities;
    • Directorate for General Affairs and for the management of financial and material resources;
  • Department of Public Security;
    • Secretariat of the Department of Public Security;
    • Office of Program Analysis and Documentation;
    • Office of Public Order:
    • Directorate for Anti-Drug Services;
    • Directorate of Human Resources;
    • Directorate of Technical Equipment Policies
    • Directorate for Accounting Services;
  • Department of Public Rescue Service and Civil Defence, divided into ten Directorates:
    • Directorate for Emergency and Technical Rescue;
    • Directorate for the Prevention and Security Technology;
    • Directorate for Public Rescue and Civil Defence;
    • Directorate for Education;
    • Directorate for Human Resources;
    • Directorate of Logistics Resources;
    • Directorate of Financial Resources;
    • Directorate for General Affairs;
  • Department of Personnel Policies and the instrumental and financial resources, subdivided into two Directorates and one institute:
    • Directorate for Human Resources;
    • Directorate for financial and material resources.
    • Central Institute for archiving services.

Department of Personnel Policies and Instrumental and Financial Resources

The Department performs the functions of definition of personnel policies and management of resources, organization of central and local civil administration, takes care of the training activities, manages the general documentation and statistical documentation in support of the Ministry, coordinating the Ministry's information systems, manages the financial and material resources for the general needs of the Ministry. The Department is divided into 5 Offices, 2 Institutes, 2 Directorates and the College of Public Administration of the Interior.

  • College of Public Administration of the Interior (CPAI): the College provides training, qualification, upgrade educational and cultural cooperation of the Ministry of the Interior and other national administrations. The training activity is aimed at career officials, officers and employees of the Ministry of the Interior, officials from other public administrations and officials of allied powers. The College also coordinates the training initiatives undertaken by local government bodies for their employees.
