The National Convention of Sulatia (Sarvalian: Kuljemaan eduskunta) is the unicameral legislature of Sulatia. The National Convention enjoys legislative supremacy in accordance to the constitutional belief of sovereign power being derived from the citizenry. The legislature is made up of 643 members, 443 of which are directly elected through first-past-the-post voting and 200 members indirectly elected through trade unions, labor syndicates, and soldiers' councils.

Legislation to the National Convention can be initiated through two parties: the Committee of Public Safety can propose pieces of legislation or non-Independent members of the Convention can introduce legislation. The National Convention is considered to be the supreme governing body of Sulatia, and as such, it is able to pass legislation, amend the national constitution, decide on national and state budgets, approves international treaties, the ability to declare war, and supervises the Committee of Public Safety. To amend the constitution, the National Convention must achieve a majority of the entire membership, or 425 votes, in favor in order for it to be passed. The League of Workers and Farmers is the sole legal party allowed to run for office. However, internal factionalism is present and the current government is made up of a coalition between the Internationalists, Radicalists, and Autonomists.

History

Elections

Elections for the National Convention are held on the third Thursday of January. The Committee of Public Safety has the ability to call for early elections unilaterally. This is a change from the original constitution, which required the approval from the President of the National Convention and a majority of the members of the convention had to vote in favor.

443 seats are up for direct election every four years. Candidates are elected through first-past-the-post voting for a period of four years. The remaining 200 seats are indirectly elected through trade unions, labor syndicates, and soldiers' councils for a period of four years. The indirectly elected seats are limited on what they can and cannot vote on. Barring a call for an early election, elections are held on the third Thursday of January.

Every citizen who is or will be at least 16-years-old on the date of the election is allowed to vote in general elections. There is no requirement to register to vote and citizens must only show a valid form of I.D to vote in general elections. Additionally, any Sulatian citizen at least 18-years-old, and is not an active-serving member of the Sulatian military, may stand as a candidate for the National Convention. These candidates must be endorsed by a sufficient number of voters through support cards in order to be placed on the ballot and stand for election.

For general elections, the country is divided into 27 electoral districts. The allocated number of representatives given to each district is proportional to its population. Provincial party offices appoint an election board to oversee and organize the election.
