Nekulturnya is the north and easternmost state in Belisaria, bordering Rietumimark to the west and sharing a lake-bound water border with Rabinovska. Nekulturnya as it is known today was formed during the conquests of Ivan the Great, who formed the Grand Empire which endured until 1992 when a coalition of foreign states deposed the sitting Tsar Pyotr. In 2015, Tsar Pyotr's grandson Nikolai III was reinstated as the Tsar of a newly independent Nekulturnya.

Both the Grand Empire and the modern Tsardom were strongly influenced by Velikoslavia, an empire which was formed in the 11th century and encompassed all of the Slavic east. It was dominated by the Patriarch, who consecrated a line of hereditary Emperors. It expanded into the north and into the east, but this expansion brought with it tensions between the Boyars and the Crown. The Empire collapsed in the 17th century after a Civil War, the result of which was Rabinovska in the south and Nekulturnya in the north.

Nekulturnya is a multi-ethnic state with a shared history and culture intimately related to the Orthodox Church, which continues to be the most followed religion. The core of the modern state is in Polovia where the first empire was founded.
