This is a Nainese name; the family name is Nghiêm (嚴).

Nghiêm Nài Phúc(Nainese: 嚴奈福; 1 March 1920 - 22 January 2000) was a Nainese stateman, military general, and politician who served as the first Premier of Nainan from 1964 to 1975 and second State Director of Nainan from 1975 to 1984. He is considered to be Trai's closest ally and the second-in-command of the Harmonious Republic.

Born in 1916 in during Weranian rule in the city of Canhdong, he was born into a fairly poor family, he attended Hoa Sen Trắng High School during his youth. After graduating he joined the Weranian colonial forces in 1938 and reached the rank of Major by 1944, he eventually would become a General in the Nainese military. During his service he met Hoàng Viện Trai, a subordinate of his who he become close friends with. Hoàng left to become a professor, and eventually formed the Nainese People's Solidarity and Longevity, the political party of his own ideology, Tự Ý Chí.

Phúc married his first wife, a Weranian woman he met when training in Werania during his military service but eventually split up without having children. In 1950 he married his second wife, Sái Kim Thoa, who became his wife during his time in power. In the 1950s he worked with Trai on garnering military support for the NPSL against the Kingdom of Nainan, which was clearly failing it's promise of forming a government, as well as being in economic troubles. It is thought that Phúc is the key figure in the NPSL gaining such large military support.

During the Nainese Civil War he served as part of the high command of the nationalist forces, the nationalist forces eventually won the war against the socialist forces. After the end of the war Trai created the constitution and government of the Harmonious Republic and made Phúc the first Premier of Nainan. He was also made the first Director of the Van Dieu police agency.

In 1975 Trai was assassinated and the Central Council made Phúc the second State Director of Nainan, during his rule the government used the Van Dieu much more and dissent was crushed. He would become close allies with Sun Yuting, leader of Shangea. He decided to resign from his State Directorship in 1984 after serving 9 years, and would live a civilian life until his death in 2000.
