Noules (Chinese: 納京), officially the Federal Territory of Noules (French: Territoire Fédérale de Noules; Sejunese: Wilayah Persekutuan Noules; Chinese: 納京聯邦直轄區), is a federal territory and the capital city of Ceryana. The cosmopolitan city is the fastest growing in the nation, covering an area of 1,795.81 km2 with a population of over 11.7 million as of 2023. Situated on mountainous terrain across two major islands and other minor islands and islets, Noules is one of the world's densest cities with a density of 6,535 per km2.
The first settlement in the modern day metropolitan is dated back to the 10th century, having become the royal seat of the Kingdom of Nalus in the 13th century. However, Noules only grew to become Ceryana's most important city in the 1820s under British rule. In 1948, it was constituted as an autonomous territory and the capital city of the new nation, before being transferred to federal jurisdiction in 1971. Under this arrangement, the federal territory government's powers are devolved from the federal government.
Noules is recognised the nation's economic, financial and cultural capital. Despite only forming 15% of the national population, the territory generated 25% of the national GDP in 2023. It has a very high Human-Development Index of 0.961, attributable to its high rankings on education, healthcare, quality of life personal safety and infrastructure. The Central district also serves as the headquarters of most of Ceryana's largest companies, anchored along the Amoy St-Hongkong Pl-Seong Heng Rd axis. Notably, this includes the Big Four banks and the Noules Securities Exchange. Port Rehang is also the nation's largest port and one of the world's most important transshipment ports. Noules is highly diverse in all aspects, and is home to world-renowned tourist destinations such as the Ehsan cultural district, Bukit Kubu and Stoney Island, as well as cultural events such as the Siapasar Chinese New Year Markets, Wellings Michel Fashion Week and Chio Bibi Comedy Festival.
Given the limited land and challenging terrain within the territory's limits, the city is renowned for having one of the world's densest concentrations of high-rise buildings and skyscrapers. There are 654 secondary schools and 13 universities in Noules, as well as numerous other higher education institutions. Residents are connected across the city primarily by public transport, with the Noules Metro having a daily ridership of over 9.6 million. Noules Terangai Airport connects the territory to the mainland states and serves as the nation's main international gateway.
