Potential expansion of the New California Soccer Association

The New California Soccer Association (NCSA) is the highest governing body of soccer in New California. The association oversees all professional soccer leagues from the California Soccer League (CSL) to the Vinyard League (VL). Several arguments have been made by lower-level bodies that would promote the creation of a 6th and new lowest tier of the New California soccer league system. This league, which, upon creation, would be dubbed "League 5", would include the two lowest-ranked clubs currently in the VL, as well as at least twenty more unaffiliated clubs. There are two clubs currently attempting to join the VL; Roseville FC and Berkeley AFC; but no recent developments have been made.
