The Prime Minister of the Federal Republic of Fratanica, or the Prime Minister of Fratanica, is the head of government of Fratanica. The Prime Minister serves as the representative of the federal government, who answers to the National Assembly and heads the Executive Council of Fratanica, the executive governing body of Fratanica.
The current Prime Minister of Fratanica is Michael Lambert, whose term began on 23 September 2020.
History
Nomination
The Prime Minister is nominated by the President of Fratanica. They may theoretically choose whoever they want for the post, however, presidents usually choose a prime minister who would garner a parliamentary majority. The potential for the National Assembly removing the Prime Minister and his government also forces presidents to pick a prime minister that would satisfy a majority of the house.
The Prime Minister position is mostly held by former members of the National Diet, due to their legislative experience. However, there are rare cases where a Prime Minister is picked due to their leadership experience in bureaucracy or management.
Powers
By the Constitution of Fratanica, the Prime Minister of Fratanica is the head of government in Fratanica. The prime minister is in charge of domestic and economic policy, as delineated by the constitutional charter. Furthermore, the Prime Minister is in charge of dictating the policies and actions of the government, as well as the actions of the ministers. The prime minister is consulted by the President, when appointing important civic and governmental positions, as well as dissolving the National Assembly.
As the prime minister is the representative of the Fratanican government, they are the sole member of the government who may propose legislation for consideration in the National Diet. The prime minister may also send legislation to the Supreme Court of Fratanica for judicial review, even if already promulgated into law.
The prime minister may issue instructional or proclamatory decrees in order to manage the day-to-day operations of the federal government. These decrees are subject to legislative oversight and judicial review. Lower level members of the Executive Council may also vote to nullify an instructional decree. The decrees may not violate the Constitution of Fratanica, nor can they affect non-governmental entities.
Succession
If the Prime Minister is incapacitated or dead, then the Deputy Prime Minister likely assumes the Prime Minister position. There is no clear line of succession, but rather there is a precedent of the deputy prime minister assuming command. Otherwise, the PM's party appoints a new interim Prime Minister and selects a new permanent replacement.
