The Rhodevus, Oblaren and Vesvai & Aznazia Alliance, formerly the Rhodevus, Oblaren, Vesvai & Aznazia Alliance (ROVAA), possibly to be renamed into Rhodevus, Oblaren and Herbora & Aznazia Alliance (ROHAA) after the second withdrawal of Vesvai, is an intergovernmental military alliance, which was created in 1995 to promote prosparity on the Continent of Dogmana after the collapse of the Western Sunalayan Alliance. The Western Sunalayan Alliance was partially succeeded by the Western Security Treaty Organization, which existed alongside ROVAA. After the Western Security Treaty Organization ended its existance, only ROVAA was left. The organization constitutes a system of collective defense whereby its member states agree to mutual defense in response to an attack by any external party.

Since its founding, ROVAA expanded to include sections regarding mutual trade, maritime border laws, industry protection and environmental regulation.

History

Following the collapse of the Western Sunalayan Alliance, a meeting held in Crawford, Aznazia with representatives from Rhodevus, Aznazia and Oblaren was held to discuss the possibility of a mutual defense alliance for the defense and protection of the continent Dogmana. During this first meeting it was decided that the ROAA was to be a purely defensive alliance and would hold no aggression or offensive pacts and treaties. In subsequent meetings, details regarding funding and training were discussed. The alliance was officially signed by all three nations on October 7, 1995 and ratified by each nation on November 14, 1995 (Aznazia), December 21, 1995 (Rhodevus), and January 3, 1996 (Oblaren). In February of 1998 the alliance was expanded to be a scientific and economic alliance on the basis that cooperation between Dogmana would ensure that there were no weak links in the alliance. As a result the official motto "Cooperation for Prosperity and Security" was adopted to reflect the change from purely a defensive alliance, into a cooperative agreement between the three nations. ROAA's biggest challenge to date has been the Rhodeve Civil War of 2006 which saw Aznazia and Oblaren intervene in the conflict to aid Diana Wolff against her brother James Wolff and Bannerless Brotherhood. Since the end of the war, Aznazia and Oblaren have assisted Rhodevus rebuild infrastructure and provide humanitarian aid until services could be restored.

The nation of Vesvai joined into the ROAA in 2016, officially changing the name of the ROAA to the ROVAA to include Vesvai in its title. In 2020, Oblaren and Vesvai signed the Union Treaty of Oblaren and Vesvai in Fortwel, Oblaren. This merged Oblaren and Vesvai into a single nation of the Union of Oblaren and Vesvai. The new nation remained a member of ROVAA. The abbreviation of the organization's name did not require to be changed. On October 28, 2020 Round Table–Free Vesvai, a secessionist government-in-exile of Vesvai based in Perloveu, New Vesvai, suspended the membership of Vesvai's part of the Union of Oblaren and Vesvai in ROVAA. Acido Soran, Chairman of the National Liberation Committee of Independent Vesvai which is part of Round Table–Free Vesvai, explained that this was a way to avoid ROVAA intervention into the conflict in Vesvai. Soran argued that it was not a policy aimed against Aznazia, Rhodevus or Oblaren. He said that Round Table–Free Vesvai was for a neutral approach. Eventually, Vesvai became indpendent as a result of the conflict on the Island of Vesvai while the Union of Oblaren and Vesvai became the Union of Oblaren and Herbora with the region of Herbora on the Island of Vesvai remaining part of the Union. For a short while Vesvai retained the suspension of its membership in ROVAA after independence but did not withdraw from the organization. Eventually Vesvai returned to ROVAA despite a complicated relationship with Oblaren and Herbora.

Vesvai fully withdrew from ROVAA following the Crimson Revolution, which was seen as a pro-Corentian revolution in a Dogmana-aliged Vesvai and after a follow-up border conflict with fellow ROVAA member Oblaren and Herbora, which occurred soon after the regime change in Vesvai. Revolutionary Council of Free Vesvai (RCFV) withdrew Vesvai from ROVAA because it could not see Vesvai being in the same military alliance with Oblaren and Herbora, which it was in military conflict on the border with. But the secondary, though equally important and even more emphasized reason was to allow a foreign military intervention by a peacekeeping taskforce largely comprised of MDAA and SOWEFTA states into Vesvai to stop a brewing civil war between revolutionary and loyalist military forces (in the aftermath of the Crimson Revolution), which meant that Vesvai had to be removed from ROVAA jurisdiction and ROVAA mutual defense clause to allow this intervention to happen without ROVAA reacting.

Common Defense

The Alliance was first formed to be a defensive alliance that would act as a deterrence to war in Dogmana. Aznazia reached out to Rhodevus for talks of a new common defense agreement directly after Aznazia withdrew from the Western Sunalayan Alliance(WSA) in early 1995. Soon afterward, Oblaren would also request to be part of the talks after it saw the political dissolution of the WSA. All three parties agreed that they wanted to continue to provide common defense, but also wanted to prevent a repeat of the issues with the WSA. As a result, all three parties unanimously agreed to a binding defensive alliance that also required members to pledge non-aggression against other members. After the Rhodeve Civil War in 2006, the Alliance met once again to amend the agreement to allow the intervention in civil wars of member states if the war is a threat to the security of other members and an oppressive regime is trying to come to power.

Economic

The formation of the Ventismar Union and the continuing economic crisis in the mid-1990's lead to the political motivation for the members of ROAA to begin to look at ways that the alliance could be expanded. All parties came together to discuss the possibility of including economic provisions in ROAA to ensure that the continent would remain prosperous and prevent domestic unrest. The Port Joy Accord that lasted from February 1st to March 17th of 1998 outlined the general economic provisions of ROAA which included the reduction of tariffs, reducing restrictions of multinational corporations based in member nations and subsidies for essential markets such as information, energy and defense.

Political

When ROAA was first created, Chancellor Mulfer stated that "In order to maintain this alliance's goals, we must be united politically on the international stage if we wish to remain in the helm of world affairs". Since then all members of ROVAA have for the most part, been in communication with one another on their stances in organizations like the United Sunalaya Alliance. As a result all members of ROVAA try to either approve or veto the same resolutions in the USA General and USA Security Council based on the collective voices of all members.
