Serramana (/ˈsɛ.raˈma.nə; Serramanese: Serra Manna), officially the Free State and Republic of Serramana (Serramanese: Istadu Liberu e Repùblica Serramana) is a sovereign city-state and microstate in ???, bounded by the ??? Sea to the south, ??? to the east and north, while it borders ??? in the west. The country has roughly 31,872 people in a country of a mere 72 km2 (28 sq mi). It is thus one of the smallest nations in ??? by both size and population, known for its long history of Latin culture.

Serramana consists of a mainland which makes up roughly 71% of the total land area, while the remainder is located on the hundreds of islands and islets that dot the coast which are separated by an intricate network of canals. Serramana has been able to expand its total land area by around 20% through land reclamation. A city-state, Serramana has no capital but is instead separated into 32 bighinadu, or parishes. The largest bighinadu is Sarroccu, located on the island of Altzaghèna in the Bay of Serramana.

The Free State is widely known as a playground for the rich and famous, primarily due to its status as a tax haven. The state has no income tax and a very low business tax rate. Since the first casinos opened in the early 19th century, the state has become a major resort city and a top destination for gambling tourism. With a subtropical climate and extensive luxury and gambling facilities, Serramana has grown to be known as a tourist destination and recreation center for the rich. It has become known as a major banking centre through diversifying its economy from gambling and more to the services and value-added industries. This, along with its small population, has allowed Serramana to become one of the richest countries in ???, with a GDP per capita of $142,165, the highest in the region.

Serramana also has a unique political system, being a unitary parliamentary diarchic directorial republic. Being a diarchy, the state has two heads of state, both elected after terms lasting a mere 6 months. After which, citizens can file complaints about the Consul's activities and if warranted judicial proceedings against the ex-consul(s) may be initiated. This unique system of diarchic governance has been in place since the Rose Revolution of 1911, in which the former monarchy and Judicate of Serramana was abolished and the Republic of Serramana was declared.

Apart from revenues from gambling, Serramana is also an extremely popular tourist destination, with especially the old city renowned for its beauty, historical architecture and artwork. The entire island of Altzaghèna, covering the old city, is car-free, with cars and other motorized vehicles banned. The small size of Serramana also means that much of the country is walkable, much to the convinence of tourists. Despite its sucses in recent years, the high rates of tourism has also been a source of controversy due to the excessive number of tourists and related environmental issues.

Despite its size, Serramana has a notable presence on the international diplomatic stage. It joined the ??? in ??? and is also a member of the ??? and ???.
