The International Mandate of Sestra is an occupied nation that is administered by the coalition forces that defeated and overthrew the regime of Samantha Jenson in 2023. Ruled by edict and divded into zones of influence, the regional authorities are struggling against the natives, corruption and their own governments to restore the country. From 2019 - 2023, Sestra was ruled by the Revolutionary Council, an agressively socialist regime that sought to revolutionise the human spirit and body, harmonising the people and the economy through state control. Revolutionary Sestra dramatically increased inflation, crime, drug use, and corruption, with heavyhanded and impractical solutions to rising oil prices, cutting trade, and infrastructural collapse. Though when the regime imposed a law demanding mandatory euthanasia for the elderly, to use the corpses as fuel for energy, the international community and the people rallied. An international coalition led by Celesterra launched an embargo, provided humanitarian aid to the people, and blockaded the nation. Riots broke out, and much of the army, which was effectively unpaid due to ever increasing inflation, joined the protestors. The Revolutionary Council held out under siege for several hours, though was forced to evacuate and go into exile. Samantha Jenson herself boarded a plane, and her present whereabouts are unknown. The foreign armies paraded through the capital in a display of strength, providing food and aid to the curious locals, as the nation of Sestra was divided into zones of influence.
Foreign Zones
Following the foreign intervention, and seeking to avoid another revolution, the coalition has divided up Sestra into several administrative zones, with a governor who represents that zone in the International Mandate. They have been divided equitably by population and territory size.
Celesterran Administrative Zone
The Celesterran Administrative Zone, or CAZ, is ruled by Baron Boris Vasilyev, a relatively young aristocrat. His main priorities are fixing the economy, and he presently serves as the Chief Executive of the state.
Michurian Administrative Zone
The Michurian Administrative Zone, or MAZ, is governed by the former ambassador Xing Lichang, who has been ennobled as a Marquis in light of his heroism during the intervention. His main priorities involve providing shelter, aid to the bereaved people, and establishing a competent and incorruptible civil service through employing the small army of Michurian graduates. The Michurian Administrative Zone has jurisdiction over the prestigious Brookston University, which has served as a command centre and a refugee settlement zone.
