The Signals Intelligence Agency is a civilian intelligence agency for the Spirit of Hope government, it primarily focuses on signals intelligence.

History

With the creation of the Independent Intelligence Agency in 1912 Spirit of Hope had a central agency for conducting intelligence operations, however while the IIA proved extremally competent at gathering intelligence through human sources it failed to capitalize on intelligence from other sources, such as telegraph lines and the developing world of radio interception. At the same time the Spirit of Hope Army had stood up a unit in 1921 to gather intelligence through intercepting enemy radio communications. Concerned that the army was attempting to regain strategic level intelligence capabilities the IIA attempted to absorb the unit. Instead a new agency was created, the Signals Intelligence Agency, which absorbed some portions of the IIA and Spirit of Hope Army units that were involved in signals intelligence.
