The Skaolitunia Broadcasting System (SBS) is a state-owned public institution - a broadcaster of national radio and television programmes, and an online news and general broadcasting service, it's headquarters are settled in the Capital City of Auchendale. It is the oldest, and the longest running broadcasting organization in the country. The Council, better known as the SBS Council, is the supreme governing body of the broadcasting institution, who represent the public interest of the broadcaster's audience. The Council is made up of 12 people in total, which serve for six year terms in total, and are able to opt-out at any time. The Broadcaster's primary broadcasting topics are public, scientific, and cultural related programmes. Although SBS is financed from the state budget, additional income is earned from advertising licensed commercials on it's provided television and radio services.

History

SBS was established on January 1st, 1970, in New Victoria City, by Elijah Kennedy, a well known radio host for the Diana River Radio (DRR), and Benjamin White, a political journalist for a small local newspaper company, 'Expect Today'. On January 6th, Elijah Kennedy filled a state-application to the Media Rights Committee of Skaolitunia (MRCP) for a company broadcasting license, where it would allow the said company to set up their own television broadcasting network, and begin to legally broadcast on their own designated Television channel with lifted restrictions most non-state funded Television channels have, and on March 2nd of the same year, the Skaolitunian Media Rights Commision approved the application and granted the company the right to begin public broadcasting, 24 days later on March 26th, 'SBS Television' was officially established, and the first ever public broadcast was aired, it had gathered overwhelming amounts of positive reception from the new general audience, and managed to catch the people's imagination, which then marked the start of SBS's road to it's establishment of becoming the official National Broadcaster of the Country.

By the start of 1973, SBS had begun streaming licensed commercials given by companies under the written contract of the Company Commercial Sharing and Streaming Act, which was originally enacted back in 1972 by the Media Rights Committee of Skaolitunia, which allow broadcasters to legally air commercials on TV from opted-in commercial organizations, and gain a percentage of revenue in return, because of the small revenue stream by the act, it had assisted te broadcaster getting better broadcasting equipment overtime, which enhanced the quality of television services significantly, it had acted as the company's primary revenue source until 1975, as the state presented the broadcaster an exclusive contract which would provide monetary funding for the broadcaster, in return that it agrees that it's general property will belong to the state, and thus after signing the contract, the broadcaster become the second public broadcaster to be primarily state-funded in the Country.

In 1978, the Skaolitunia Broadcasting System had officially begun it's expansion into different regions of the country, as the began constructing secondary stations within most major cities, which allowed the broadcaster to enhance their streaming coverage to a better standard overall. At this point, the broadcaster's influence within the public broadcasting industry has rapidly increased, as the broadcaster's general audience kept steadily increasing over the years.

On March 6th, 1979, The Broadcaster had officially relocated their headquarters from the Linear Studios building in the City of Healand, to the Broadcaster House, inside of the now-Capital City of Auchendale.

On February 24th, 1989, The Broadcaster had established their radio services, which entered service a day after establishment on February 25th, which served as the birth of the 'Radio Division'.

On March 2nd, 2019, an online based petition was created, in which the organizer argued that "All political related streaming should be kept out of the primary television channel and be housed in their own dedicated television channel", after complaining that, "People do not want to participate within political debates, as some even find them quite disturbing".

Five hours after the petition was created, it had gathered almost 3 million signatures in total, and by the 5th of March, it had gathered 16.7 million signatures, the broadcaster had responded that, "our intentions to serve the public have been our top priority". A day after the given response by the broadcaster, 'SBS Politics' was officially established. The channel now serves as a dedicated service for all political related news, and all streams of parliament meetings have been aired on the channel ever since.

Divisions

The Skaolitunia Broadcasting System is made up of two divisions :

  • Television Division, responsible for media management, and with a goal of providing and streaming television services around Skaolitunia.
  • Radio Division, responsible for providing media coverage, music, and news to the public via radio.

The Skaolitunia Broadcasting System hosts three television channels, and two radio stations accordingly,

  • SBS Television, which is the national television channel of Skaolitunia, where the the news station and almost all of the primary shows are generally shown.
  • SBS Kids TV, which is a television channel that is targeted at SBS's young audiences, broadcasting generally family-friendly content.
  • SBS Politics, which is a television channel that is dedicated for political broadcasting, parliament meetings & debates, etc.
  • SBS Radio, which is the national radio of Skaolitunia.
  • SBS Minor, which is a radio station that is targeted at young audiences, offering its listeners alternative music, often neglected by most commercial stations in the region

Governance and Structure

The Skaolitunia Broadcasting System is a statutory corporation, independent from any direct government intervention, with it's activities and programming overseen by the The Council and regulated by the Skaolitunia Office of Communications. As of 2015, Westley Conrad is the current Chairman of the Skaolitunia Broadcasting Group. The Terms and Conditions of the broadcaster's license to broadcast is set by the Media Rights Committee of Skaolitunia (MRCP).

Public Image

The SBS has been described as a national institution. Surveys and polls have shown more or less continually sine the 1970s that the SBS has the most-trusted and most-valued media and news agency in the country, often by considerable margins

Finances

The Broadcaster runs on a €7.9 Billion Operating Expenditure budget as of 2019, the largest budget of any Skaolitunian-based broadcaster, compared with the €5.2 Billion budget for BroadAirTV, and €3.1 Billion budget for DeviATV.

Expenditure

A significantly large portion of the broadcaster's general income is spent on the corporation's Television, Radio, and Online services with each service having a different budget based upon their provided content.

64% of all income is spent of Television services, and 36% of the remaining income is spent of Radio and Online services.

Headquarters and regional offices

The Broadcaster House in Auchendale, is the official headquarters of the Skaolitunia Broadcasting System. It's home to the Television and it's Radio networks, SBSTV, SBSKTV, SBSR, SBSM. The construction of the building began back in September 2nd, 1927, after it's completion on January 8th, 1928, the building was opened two months later.

The Broadcaster House was firstly built for the purpose of general business of construction business, until the broadcaster's rapid expansion into the Broadcasting Industry back in 1978, where the Broadcaster House property was given to the broadcaster in January of 1979, pre-relocation.

As part of a major consolidation of the SBS property in Folkhul, The Broadcasting House has been continuously renovated and extended over the years. This involved the demolition of the wing on the eastern side of the building, replaced by a new wing which was completed back in 1999, and then renovated from 2006, till 2008. Most of it's studios are located within the newly renovated wing, as well as the operating studio of both SBS Television, SBS Radio, and SBS Politics. While SBS Kids TV's, and the SBS Minor's studios is located within the already existing northern-wing.

There are planned refurbishments and additional floor construction for the northern-wing of the headquarters, which are projected to start in the first quarter of 2022.
