The Taoiseach is the prime minister and head of government of Ossoria. The Taoiseach is appointed by the High Queen upon the nomination of the Teach na Muintir (one of the two lower chambers of the Dáil Osraí, the federal legislature of Ossoria, which represents the commons) and must retain the support of a majority of the TDs (Teachta Dála, the Ossorian equivalent to "Member of Parliament") and of the High Queen to remain in office.

The word "taoiseach" means "chief" or "leader" in Ossorian Gaelic, and was adopted for the leader of the majority faction of the House of Commons upon its reconstitution in 1870. It is regarded as the official title of the head of government in both English and Gaelic, and is not used for the prime ministers of other countries, who are instead referred to in Gaelic by the generic term "príomh-aire".

The current Taoiseach is Innis Ní Gearailt TD, leader of the Crown Nationalist Party, who first took office on 1 May 2010 following a leadership realignment in the Crown Nationalist Party ahead of the accession of then-Crown Princess Tara to the High Queenship, and currently leads a coalition majority consisting of the Crown Nationalist Party and the Constitutional Union Party.

Overview

Pursuant to the provisions of the Parliamentary Establishment Act of 1868, the legal underpinnings of the modern Dáil, the Taoiseach is nominated by a simple majority of the voting members of the Teach na Muintir. They are then formally appointed to office by the Monarch. Although the Monarch is legally empowered to appoint whomever they chose to the position of Taoiseach, the Monarch has traditionally approved the chamber's proposed nominee, who is almost always the leader of the largest party of the largest coalition. For this reason, it is typically said that the Taoiseach is "elected" by the Teach na Muintir, though their ability to work with the ruling Monarch is a vital consideration.

If the Taoiseach loses the support of either a majority of the Teach na Muintir or of the Monarch, they are not automatically removed from office. Instead, they are typically compelled either to resign or to persuade the Monarch to dissolve the Teach na Muintir. If the Monarch refuses to grant a dissolution, then the Taoiseach is left with no other recourse but to resign. Traditionally, the Monarch does not refuse a request to dissolve the Teach na Muintir except under certain extenuating circumstances. The Taoiseach may lose the support of the Teach na Muintir by the passage of a vote of no confidence, through the failure of a vote of confidence, or by the formal dissolution of their coalition. Alternatively, the Teach na Muintir may refuse supply. In the event of the Taoiseach's resignation, they continue to exercise the duties and functions of office until the appointment of a successor.

Role

The principle role of the Taoiseach is to lead the governing majority of the Teach na Muintir, serving as the chief spokesperson of their political party and wider coalition and are responsible for managing and scheduling the legislative and executive business of the Teach na Muintir.

The Taoiseach is also responsible for representing the Teach na Muintir to the Monarch on the Privy Council, which most Taoisigh serve on as chief advisor and minister. In this capacity, the Taoiseach nominates the Minister-Councilors who comprise the majority of the Council for approval by the Monarch. The Taoiseach is authorized to advise the Monarch to dismiss Minister-Councilors from office; but the Monarch is not required to follow this advice and the Minister-Councilors serve at their pleasure. During meetings of the Privy Council, the Taoiseach typically acts as co-chair alongside the Monarch, though the Monarch has the final say in all decisions made by the Council.
