The Imperial Bureaucracy

The Imperial Bureaucracy is divided into various departments, those departments are further divided into ministries, which are further divided into agencies. This large bureaucratic system is primarily manned by nobles from various families throughout the Koto'Ara at the department and ministry levels with the agencies having a higher percentage of non-nobility filling its ranks. It originally existed as a way to maintain a centralized power and authority, but over time was used as a way to ensure the compliance of the growing nobility. The Imperial Bureaucracy has allowed for the Koto'Nashi to maintain power at the expense of some inefficiency, corruption, and nepotism.

Department of Imperial Knowledge and Education:

The I.K.E. is in charge of gathering, developing, and teaching new knowledge to the people of Zanaro. Due to having such a broad task they have a wide variety of ministries within the department.

Department of Whispers:

The Department of Whispers has existed in one form or another. The Department of whispers is in charge of information gathering, military special forces, and various clandestine actions including spying, assassination, bribery, and the like. There is very little public information regarding the various ministries and agency's within the department.

Department of Labor:

The work of the common man is integral to the development and support of the Koto'Ara of Zanaro, as such an entire department has been created to ensure that they are best able to support the nation, and that in turn the nation can support them.
