The Themiclesian legislature consists of four or five bodies that collectively exercise, according to the constitutional and customary process, sovereign power of the Monarchy of Themiclesia.
The unwritten Themiclesian constitution, last established by the Great Settlement did not explicitly distinguish legislative and executive power. However, statutes provide that certain affairs could only be conducted by way of edict, which is the form of primary law in Themiclesia. Implicitly, this regulation vested power over such affairs to the Council of Protonotaries, which had the exclusive power to draft the Emperor's edicts.
